Peshawar Lancers Redux: Kingdom of Hawaii Revised

Hawaii had supplied Japan with enough aircraft to help fully equip one Japanese carrier. An Hawaiian Carrier Batle group was ordered to the area to send a signal to China not to invade and to support moderate in the government. Rear Admiral William Kamehameha III was in charge of the Battle Group.
 
The Hawaiian Battle Group consisting of the carrier King Kamehameha III , BCG Hawaii , 2 CGs,4 4 Thompson Class DDGs, 3 Adams class DDG and 2 SSNs took up position 75 Miles south of Hainan Island. Fifty miles Away was the Japanese Carrier Battle Group built around the Akagi. The Japanese Carrier had been laid down in 1988 and completed in 1992.
 
Hawaii encouraged talks between China and Japan over resoling the issue of the island. Prime Minister MacNamara was running for re-election as Prime Minister.
 
Hawaii was grateful that the Hainan Island Issue was resolved as there were plenty of other problems in the world. In the Kingdom of Hawaii there was at least 1 Major hospital in each part of the Kingdom. In the Hawaiian part of the Kingdom there were at least 3 major hospital in Oahu and several of the other Islands had small hospitals or clinics with beds. Samoa had just gotten construction of a new hospital. Guam had the Royal Hawaiian Navy/Air Force Hospital and the Guam Island Memorial Hospital.
 
Hawaii was closing the entry of all flights from China to the Kingdom. At the same time the Hawaiian government was sending medical supplies to China to help it battle the infection. Experts from Hawaii,the United States and Great Britain were carrying out a medical investigation along with the Chinese Government. Hawaii and the US had asked for any information that the Japanese Government may have. Japan had stopped all work on Biological weapons 15 years earlier.
 
Prime Minister Christopher McNamara saw his party hold onto a victory in the house giving him another term as Prime Minister. The recent Virus scare had seen the Prime Minister move to strengthen the Healthcare protection.
There would be some stretching of the planned to buy certain items for the military as funding was shifted to increase medical research and stockpile items needed in case of another threat. The Government would be funding 4 new modern Hospitals and upgrading 4 more to higher standards. Two Hospital ships would be built for the navy to provide more flexibility.

Thus the threat of Bio-terrorism was of concern to Hawaii and other powers such as the US, Britain, Austria, France, Japan and Germany. The new Ameican President was briefed on the threat and the plans to move forward on a Lunar Base. Britain, France, Austria, Germany Hawaii and Japan all agreed to chip in and share the cost as it was hoped that the Lunar base would allow the prevention of another Fall Event.
 
Hawaiian, American, British, German, Austrian and French experts were studying the problems that would be faced in constructing the base. The task of designing something that could be transported to the Moon was a difficult one as well as how to construct it so as to be safe from countless problems. A solution seemed to indicat that it would have to be built underground. Construction began in 1997 with the arrival of an electric Bulldozer which would be recharge with solar power. It was clear that the 10 year construction estimate was more likely than 4. It was slow going.
 
Hawaii's Prime Minister was beginning to think about retiring from politics. The party was pressuring him to run for another term. He talked to his wife and to his mother. His mother had been in the same position. Reluctantly she urged him to run again and train someone to replace him
 
Hawaii's Prime Minister traveled to the US to talk with President Kennedy regarding the Lunar base project. He also had a meeting with the Nationalist candidate to sound him out on what might happen in a Cox Administration. Among the feedback the Prime Minister was getting was the cost of the Lunar base. The Prime Minister was getting a lot of complaints at the cost and the failure to see progress. He pointed out that this was not being built on Eath but on the moon. Construction was far more difficult. But all that he could get was a promise that the combined allied contribution for the next 2 years would be $2.75 billion and then it would drop to $2billion.
 
A joint Hawaiian- British- American project developed a new fuel for the rocket to set stuff to the moon. An German-American-Hawaiian team came up with a material which would help to speed up construction but improve safety. By the end of 2001 the goal of reaching 25% complete had been surpassed and a report said that the facility was in fact 32% complete and would allow a team to stay there working for 2 months.
 
The Lunar project continued to be an American top priority and the Hawaiian Prime Minister continued to rally support for the program in the International Community
 
Hawaii's popular Prime Minister announced that he would not be running for another term as Prime Minister. He would be retiring from politics. He was being asked by the American President to take a post as Director of the Terran Space Agency which would oversea the completion of the American Lunar base and prepare for the next step into space.
 
William Henn was elected as the new leader of the National Conservative Party He had served as the Majority whip and had been an assistant Prime Minister under the retiring Prime Minister. He was 36 years old and had served as a reserve Naval Officer. He had served in the house for the past 8 years. He was liked by party members and even the opposition trusted his word. William was expected to support funding the Lunar project but was not committed to spending as much as Mr McNamara had.
 
The Prime Minister was looking at defense spending. The Navy wanted to replace its entire class of Nuclear attack submarines over the next decade. Both the Navy and the Air Force were looking at upgrades to the F-14 and the Army and Marine Corp were looking at purchasing replacement small arms.
 
The Prime Minister was reviewing the spending plans and was going to reduce Hawaii's contribution to the Terra Space Program. There were just so many dollars available and Hawaii had a priority.
 
Prime Minister Henn had recommended reducing Hawaii's contribution to the Terran Space administration to 500 million dollars in order to free money for other projects.
In addition to modernization of the Military the government was spending money on a new Medical research facility to deal with infectious viruses.
 
With more conflict taking place in the South China Sea the Liberal Party introduced a resolution calling upon the Hawaiian Government to stay out of the affair. Prime Minister Henn had the Hawaiian State Department warn all Hawaiian business and citizens to stay out of the region.
 
Meanwhile the American-Hawaiian Engineer Corporation formed by Richard Mark and William Randolph had developed a new engine to replace the internal combustion Engine. They had replaced the engine in three Ford Escorts and three larger fords. Emissions were reduced by 90 percent and MPG saw a massive increase. The had also developed a gas turbine for a tank and it showed great improvement
 
Hawaii continued to stay away from the area but it did move the King Kamehameha III Carrier Battle Group closer to Guam. The Royal Hawaiian Navy was now taking delievery of the newest verision of the F-14 the Super Tomcat or the F-14/21.
