Peshawar Lancers Redux: Kingdom of Hawaii Revised

Prime Minister Kamehameha had a meeting with Spanish Ambassador. He was interested to hear from him what were Spain's plans for Mexico and for the Philippines. He informed the Prime Minister that Spain had not decided to re-establish itself in Mexico. Spain would maintain its Viceroy in Mexico for at least the next 6 years possibly longer but it was her Majesty's desire that the Mexican Congress be restore to as a legislative body. As for the Philippines the Government of Spain was attempting to gain the assistance of Hawaii in helping to prepare the people of the islands to elect a colonial legislature. It also hoped to eventually transfer more responsiblity of the running of the colony from Spain to the legislature.
 
January 1897 The Prime Minister address a joint session of the Hawaiian Legislative body. Among his honored guest were the King and Queen of Hawaii as well as the Crown Prince. He also had the Ambassador of the British Empire, Canada, Australia, Brazil, Empire of the Rising Sun, , Central American Republic, Neuva Granada, United States, Spain, Kingdom of Ireland and France.
After thunderous applause, the Prime Minister held up his hands to bring order. He thanked everyone fro their warm greetings and said," Today we stat another year. It has been 27 years since The Fall changed our world. All too many people died as a result of that act and in the 27 years that have passed since it we have seen a slow recovery. Hawaii with the Central American Republic have constructed a canal which has allow commerce to flow from one part of the world to another. It has been a remarkable achievement and I know that the late Prime Minister Walter Gibson, who started the project would be proud that it is completed.A man who I consider both a friend and Mentor Charles Bishop helped me to learn how to deal with the problems that arise. Although he is not with us tonight I thought that I would share with you the fact that tomorrow his Majesty will award him this nation's highest Civilian award in recognition for all of his contribution to the nation.
Among the Projects that I have seen passed is an ongoing effort to assist three nations in restoring them. While there are limits to what can be done by any nation we have worked in partner ship with Canada in an effort to rebuild that nation and hopefully this year Canada will continue it restoration of train service further east. We have assisted Canada with a base at Fort Louisbourg and have seen Halifax rebuilt. In Europe we have partnered with the Kingdom of Ireland to rebuild that nation and have seen much progress. Across the Irish Sea we have helped our Ally the British Empire to begin the task of rebuilding its home.
To the South we have joined with the Empire of Brazil to help the people of Portugal recover from the incredible damage caused by The Fall.. The People of Hawaii have raised money to help build a Catholic Hospital in Portugal. It will be the most modern medical facility in Europe and while the government of Hawaii has helped to fund this project the majority of the money came from personal contributions. Those contributions came from a variety of sources including the royal family and my family but also the school children of our great Kingdom. Everyone gave something and the people of Portugal are thankful for all of your help. While a lot has been accomplished much remains to be done. There will be challenges for us ahead in this coming year and in the decades to come but we can meet them>
The Prime Minister then went on to address some of the spending and reform proposals for the next year.
 
The Prime Minister Met with the Secretary of the Navy to discuss Navy building programs for the new 5 years. The Navy was looking at a larger capital ship. It was an idea which had started to circulate in the Royal Navy but had not yet come to the point of designing a ship and then construction. The Navy was asking for a million dollars to begin a study on design. The Prime Minister asked what armament would it carry and the Adrmiral stated that a new powerful 12"/50 caliber gun was being developed
 
The Hawaiian Prime Minister and his wife left by air ship to attend a conference in Southern Spain. The Conference would see representatives from the Austro-German Empire, Italy, France, Ireland, Spain, Portugal and Norway. Britain would also be sending a diplomatic envoy. It was a 7 day conference. The Prime Minister was expected to have several meetings with the Spanish Government and one with Portugal's Prime Minister.
 
Hawaii's leader got a chance to meet with a lot of the European leaders that were emerging. There was a second meeting with the Portuguese Prime Minister who was grateful for Hawaii's support in rebuilding his country. But it was Spain that held the Interest of the Hawaiian leader. Hawaii had begun to play a greater role in the Philippine. It was training and educating far more natives from that Colony to be ready for self rule> Spain's Colonial Minister told the Hawaiian Prime Minister a Secret and that was the tentative date for Spain to withdraw from the Philippines January 28th,1905. As for Mexico it was hoped that greater progress could be made and Spain might complete the turn over of power by June 21,1902.

The Secretary of the Navy testified before the House Armed Services Committee regarding the Midway Islands project. There were questions regarding what was being done on the islands and why was it happening. Two Liberal Party Members questioned the Necessity to spend the money. Another question asked was would the proposed new Capital ships be able to transit the American Canal. The Secretary of the Navy said that according to the Chief engineer the Canal System had been designed to handle ships that were much larger than those in use when construction was started. It was why the Canal would not be officially totally complete until 1902
 
The Prime Minister and the Governor General of Canada met at the Royal Hawaiian Military Academy's Conference center. Present was the Prime Minister, Secretary of the Navy, Representatives from the University of Hawaii that were involved in the climate study project, Scientist from the Crew of the New Polynesian Explorer, Captain Peterson RHN, Governor General of Canada, Canadian Prime Minister, Minister of reclamation and staff and the mayor of Halifax.

The meetings went on for 5 days with both sides hammering out a plan on co-operation. The Prime Minister held a state diner for the Canadians and promised that Canada would stand by its ally.
 
The Royal Hawaiian Navy got funding to beging the design work on the new King Kamehameha III class of Battleship. It would be the first of what the British were calling a Dreadnought design. It would be larger than the battleships currently in service and considerably larger. It would be powered by a new engine which would burn oil not coal. While the British Dreadnought design would mount 12"/45 caliber guns the King Kamehameha III would mount the 13.5 "/45 caliber guns designed by the Royal Naval Arms Corporation. Estimates were that construction would not begin until at least 1900 at the earliest but more likely 1902. The Ship would not be completed until 1906/7. Plans were for the construction of 3 additional ships with the older ships either scrapped or sold off to a friendly Power.
 
The Royal Hawaiian Navy Design Bureau was working on a number of projects. The King Kamehameha III class was seeing the Bureau pay visits to a number of ship building companies including the one who would build the engine for the Battleship. They had also talked with the Ordnance company which would build the guns for the battleship. The 13.5 inch guns had been developed but there was an effort to refine them for the ship. The Royal Hawaiian Navy gave a contract to build a full scale Engine for the battleship. It would be tested for several years before the okay was given to its use. Talk had also been given to selling the engines for a future battleship for the Empire of Brazil.
 
Hawaii had worked with its allies in the development of weapons from small arms to capital ships. Sometime the Hawaiians had adopted British weapons but in recent time the Royal Hawaiian Navy had gone on in a different direction. The Airships used by the Royal Hawaiian Navy and the civilian version used by Pan Hawaiian Airways was based upon a concept developed by a German count. Yet the Hawaiian design had latter been licensed for production by a British Company.
 
Hawaiian Companies had gained a great deal of business involving reconstruction. Part of the reason was the fact that Hawaiian Money was involved but it was also do to the fact that the Hawaiian had gained a great deal of construction knowledge in building the American Canal, buildings in Hawaii and Canada. Right now the Hawaiian Army and civilian companies were heavily involved in construction projects in Portugal and Ireland and also to a lesser degree in Canada and Spain.. Hawaiian companies were the biggest employers of Irish workers in Ireland. In partnership with Brazil and Portugal unemployment in Portugal had dropped to an all time low.
