    William Kamehameha had attended meetings of the upper chamber of the legislative body and The Regency Council.He knew that he was facing a race and it was simply that he wasn't getting any younger,His time on the Council had been one in which he had mediated disagreements between members.

    Prime Minister's new administration was moving to make a lot of changes in policy. The Prime Minister was looking at reforms in banking, retirement,education and trade. The Prime Minister wanted to improve the Literacy rate in those parts of the Kingdom that had not
    yet received the full benefits of education. More schools were to be built in the Caroline Islands and other parts of the Kingdom. Branches of the Royal College of Hawaii were being established outside of Hawaii.

    The legislation agenda was set and the bills began to make their way through the legislative process.. The prime Minister spoke with his wife about his political plans and when he would see retirement coming. He intended to run for another term and then would see where his next career would be.
    George W Kamehameha was shaping the future of the Hawaiian Military and he was also shaping technological changes to changes. The Improved Zeppelin was coming . The Fact was that the Airship had become the most widely used means of transportation. The Hawaiian Airship was becoming much more refined But all of the major powers had airships either for their military or the air line companies or both. Those countries having them included: Britain, Hawaii, Germany, Austria, Brazil, France, Netherlands, United States, Commonwealth and the Empire of the Rising Sun. George could see the air plane replacing the air ship as it would be faster.

    The automobile and trucks had started to make an appearance. The United States, Germany, Austria and Great Britain became the first group of nations and France, Sweden and Japan joined the group. Hawaii had a limited capacity so it did not try to become a major manufacturer. Hawaiian business interest did invest in one of the American car companies.

    Henry Ford was attempting to mass produce Ford Cars and trucks and other companies would be sure to follow. The automobile was still quite new and there were few drivers and more important Mechanics. TheAmerican Standard Oil Company was just entering the race for the production of oil products.

    The Royal Hawaiian Petroleum Corporation had grown to become one of the Largest Oil companies in the world. It had partnered with the British and the Dutch and all three had made money now the Americans were getting involved although a lot of the efforts were still in North America.

    George W Kamehameha and his wife attended the Coronation of Karl Hapsburg as part of the official Hawaiian Delegation. It was the largest gathering of European nobility.

    William was thrilled to once again be able to travel outside of Hawaii. He and his wife enjoyed their stay with President Pershing and next Teddy Roosevelt and his family. After that he traveled to Ireland. He knew that it would be the last visit that he would make. He felt drained and it was two weeks before he felt up to going anywhere. He couldn't believe how old he felt. Things were difficult that never where before.

    As 1917 drew to a close the Prime Minister was reading reports from the University of Hawaii concerning the continuing of the shift back toward what was regarded as pre-Fall weather. The very cold weather had lessen its grip on the world more and more. North Africa had seen a massive shifting and the Desert had grown smaller as a result. The conclusion was that 450 million people had died as a result of the impact of the Fall.

    That's nearly a third of the world population at the time of the Fall.
    The world population should be reaching pre-Fall levels by now (1915) or being close to it.

    The report also stated that all too many people were still dying do to problems involving illnesses that seemed to plague certain regions of the world. Africa had zones that were no go because those areas were deadly to human being. The Middle East also had areas where Cholera , Malaria seemed to break out all too often. The Austrian Empire's taking over of the Holy lands and Western Turkey had brought a stop to a lot of those problems. Improvements in China were expected to finally make any outbreaks a rare thing.

    Prime Minister Wilcox intended to bring up the issue in the report to the British Prime Minister, American President and others at the next meeting that he had with each. He was expecting to visit Brazil where he would turn over a copy of the report to both the Brazilian Emperor and his Prime Minister. He had a conversation with both the Chinese and Rising Sun Ambassadors.

    Vice Admiral William Kamehameha II was named by the Prime Minister as the new Chief of Naval Operations and would upon being confirmed by the House assume the rank of Admiral. Williams term as Chief would be from 1918-1922 and he could be kept on the job for another 4 years. His son John had been born in 1916 and his daughter Katherine in 1917. His Brother in law was a Captain and was on the promotion list to Rear Admiral.

    The Wilcox Family had a meeting to discuss Chris's running for re-election as Prime Minister.Like William who had held the job before him he had a few things that he wanted to accomplish. His wife was tired of the long hours that he put in and the trips. The Children were in school and they really needed two parents. She said that she was opposed to his running for more than 1 additional term. Thus he agreed that in 1924 he would not run for the post of Prime Minister and might give up his seat in the house.
