Christmas 1899 had come to Hawaii and the Kamehameha Family was all home for the Holiday. The Oldest son had gotten a weeks leave so he would be able to remain until December 29 and then would catch the Naval airship to Ireland> The Bishp family was joining the family for Christmas. William and his wife were very happy that everyone had made it home for Christmas.
The Kamehameha Family welcomed their guest for Christmas. An Unexpected arrival was Winston Churchill and his wife. The Churchill's were in Hawaii when their airship was grounded due to a problem with some of the Machinery. The Prime Minister had invited him to join them.
Hawaii's Prime Minister enjoyed his talks with Winston Churchill and they hoped to get together after the election in 1900 in Hawaii. With the New Year the Hawaiian Prime Minister called upon the King to schedule a new election for March 1900.. Polls showed that the Nationalist Party had gained popularity and strength. The Liberal Party had also gained a new leader who had replaced the Dole Leadership of the party
William Kamehameha lead the Nationalist Party to another solid victory but the Liberal Democratic Party had shown some improvement and it had a new generation of leaders. The Party had now moved to a foreign Policy that had less of a disagreement with the National Conservative Party.
The Naval Budget was going through committee and it appeared that the first clash between the parties was over the navy's plan to begin work on the design for a capital ship. The Liberal Democrat Party objected to the expenditure. It was explanned that the design process would take at least 4 years and the testing of the design would take at least another -2 years so construction would not start until 1905 or 1906 . The contract would be for 750,000 Hawaiian dollars. The Navy was in the process of slowly replacing vessels which had been in service since the 1870s.
The Prime Minister urged the Armed Forces Committee to pass the bill and he addressed the house saying that the National defense and security of the Kingdom of Hawaii demanded that new construction be approved. The Committee passed the bill along a party line vote and it moved to the full house where it passed with 12 Liberal Democrats joining the National Conservatives Party members in voting for it. The National Education bill was then passed with only 6 members of the House voting against it.
The Prime Minister met with the leader of the Loyal Opposition and they discussed legislation and budget expenditure with an eye toward seeing exactly where they might agree. The Liberal Democratic Party wanted a scale back in foreign aide. It wanted to tie up projects in Portugal and Ireland so that money would be available for projects in the Kingdom of Hawaii. He was not opposed to funding some projects but choices had to be made.
Prime Minister Kamehameha Traveled to various parts of the Kingdom and met with the elected officials to discuss what projects were needed in their area that the National government might help with. He wanted to see first had what the people in those areas really needed. Not all of the Kingdom needed the same thing. In Guam and the islands in the Western Pacific the projects ranged from Harbor facilities to new schools to Medical Clinics. In Samoa The government moved to set up a branch of the Royal College of Hawaii and a new Medical Center. In Tahiti the Government was going to fund a new Coast Guard station. The Prime Minister looked at schools and infrastructure to see what was needed.
The Result was the Hawaiian Development Act of 1900. It looked to spend a considerable sum of money over the next 10 years on improvements to the Kingdom.
The British Ambassador and his Military attache Briefed the Hawaiian Prime Minister on the discovery of Russian activity on the Northwest frontier
Hawaii's biggest Newspaper sent a correspondent to cover the action on the Northwest Frontier and the Hawaiian Army sent five Military personnel to observe the British Imperial Forces in action. The British were holding talks with the Empire of the Rising Sun about cooperation in the effort to contain the Russians.
Winston Churchill once again returned to Hawaii this time as a special envoy from the Prime Minister to Brief the Hawaiian Prime Minister as to Britain's plans. He also was briefing him on what they had found out regarding from Austria's movement into the Ukrain.
Churchill's visit lasted a week and the two had some frank discussions regarding developments. William was worried that the British actions might lead to a wider war. They discussed the Austrian actions regarding the Ukraine. Churchill said that he believed that if the Poles and the Ukrainians could not contain the Russians Austria would step in. It did not want an aggressive Russia on its doorstep. Winston asked William if he would talk to the American President and to the Brazilians. He agreed to travel to the US and talk with Teddy.
President Roosevelt was at the Airfield to meet Prime Minister and Mrs Kamehameha. The President and Prime Minister were old friends and while they did not agree on everything they got along famously. They were meeting at the Summer Capital of the United States Denver, Colorado They saw the sights and William and Teddy excused themselves so that they could chat. Teddy listen as William Briefed him regarding what was happening in Afghanistan and in the Ukraine.
