Peshawar Lancers Redux: Kingdom of Hawaii Revised

The Kamehameha government had decided to tackle a lot of issues over the next four years. Among the issues was Education reform. The goal was to increase the literacy rate in the entire nation. Teaching standards were to be revised and there was standards set for what hat to be taught. The administration was also looking at food safety and promoting an inspection of all food. Another issue would be worker safety. The administration was also looking at health issues requiring vaccination to prevent smallpox, Measles, chickenpox and other illnesses. Finally a look at the number of hours that a person might be made to work. The Prime Minister was eager to reach an agreement across party lines as it would be in the best interest of the nation
 
There was a lot of construction going on in the Kingdom of Hawaii. On Oahu the construction never seemed to stop as improvements always seemed to being built. There were roads and railroads that hadn't been there 10 years ago. The airfield saw the arrival of airships from all over the world. Both the University of Hawaii and the Royal College of Hawaii had seen new buildings replacing the old. The Royal Hawaiian Constabulary had trained police officers for the Cenral American Republic and even the officers from Jamaica
had arrived in Honolulu to take courses. The islands were far different from what they had been 20 years ago.
 
Hawaii's economy was booming and the government was spending its revenue building new schools and hospitals. A Public -private partnership was helping to get a lot of things done A lot of improvements were taking place outside of Hawaiian Islands and Tahiti This showed an engaged government and William Kamehameha was quite popular throughout the kingdom.
 
Violence took place in the Caroline islands in March 1897 . Police official requested help from the Hawaiian Military. The Chief of Naval Operations authorized the deployment of the 1st Battalion of the 1st Rgt of the Royal Hawaiian Marine Regiment. Thus nearly 800 Hawaiian Marines were landed to restore order. They found that their opponents were armed with small arms and had killed several police officers. The marines had the new Lewis Light Machine gun as well as artillery pieces. Additional Marine Units were dispatched into the islands in a move to quickly restore order. Nearly a month passed before all opposition was eliminated. The Prime Minister arrived and spoke with citizens .
 
The Marines transferred captured documents and weapons to military intelligence. The Marine intelligence section then had the documents sent to the Royal Hawaiian Intelligence agency where they were evaluated and an effort was made to trace the weapons and munitions to their source. The Royal Hawaiian Intelligence Agency then contacted the sister intelligence services in Australia, New Zealand. Netherlands East Indies and the British Imperial Service. The Hawaiian Police contacted the Neuva Granada authorities and the Chileans to check with them on the matter.
 
Prime Minister Kamehameha visited the region which had recently seen activity by Anarchist. The National Government was increasing funding for the region. Additional schools, medical facility were built The Police Force was shifted from one controlled locally to a better trained and equipped Royal Hawaiian Constabulary. The causes of the trouble were taken care of. The Royal Hawaiian Navy established a Naval base on Truck Island.
 
The Royal Hawaiian Army Corp of Engineers had been very busy during the Post Fall period. It had over seen the Construction of the Military Academy, Naval Academy and had been busy building a canal in the Central American Republic. Other projects had included fortifying Midway Island and Guam. Currently they were involved in projects in Ireland, Portugal Truk Island and in Hawaii. Many of the Engineers and personnel were in high demand by Hawaiian building Contractors. Still the 4 Battalions that formed up the Corp retained their personnel.
 
The reconstruction of Portugal and Ireland was funneling millions of dollars into the economy of Portugal, Ireland and Hawaii. Hawaii was receiving orders for construction material and businesses in the kingdom were receiving them. But Brazil was also getting business as goods manufactured in Brazil by Hawaiian-Brazilian companies were also going to Europe.
 
The Government of the Kingdom of Hawaii maintain a rather large Consulate in the Royal Crown Colony of Hong Kong. It was to this site that the Government of the Republic of China made its first Contact secretly in the Summer of 1897. In September 1897 a Chinese delegation was granted permission to travel to the Kingdom of Hawaii to meet with officials of the State Department. A Meeting was held at Truk Naval Base between the Hawaiian Secretary of State and the Chinese Foreign Minister Lee.
 
Hawaii's Prime minister was preparing for the election of 1900 which was only two years away. The Nation had allowed the Chinese to set up an office in Hawaii but had not offically recognized it as a nation. Still both Hawaii and the British Empire were moving in that direction. Both nations had attempted to mediate differences between the to entries.
 
Technology was moving very slow. The first automobile was just starting to be thought about > Hawaii had set up electric lines which allowed its trolleys to transport people around some of the islands. It was the Military which was pushing ideas. The Royal Hawaiian Army had pushed ideas for construction equipment. Already the idea of machines which could dig and move soil and objects was catching on. The Americans and the French were quite in favor of moving ahead with the idea..
A new Generation of Airship was already in the development phase. Count Zeppelin was working with an Hawaiian Company that had partnered with a German Company to bring the idea to life. The new Airship would have the New Mark - Randolph Egine giving it more speed with better fuel savings. giving it a better range without having to make fuel stops.
 
There were complaints about a lack of Technological advances but a lot of what might have been would either take a lot longer to develop or perhaps not happen at all. The New Zeppelin designed Airship was going to enter production in 1898 . It was a massive improvement over the first airship and even as it entered production The Count and a team of designers was working on a new design which would be able to carry a lot more passengers over a long distance quicker.
 
William Kamehameha had a conversation with his family and friends regarding his political career. He had decided to run for re-election but was unsure as to how long he would want to hold the job. He had a long talk with his friend and mentor Charles Bishop. They had a discussion as to what did he want to accomplish. William had 3 sons and 2 daughters. His wife was Irish and while she had supported Williams political career she was not the type of person that enjoyed politics. Her oldest son would be entering the Naval Academy as his father ran for re-election. The oldest daughter was about to enter the University and had an interest in Medicine.
 
Hawaii's Prime Minister met with the Prime Minister of the Empire of the Rising Sun for talks in the Republic of the Philippines. Talks concern China and an attempt by Hawaii to reach an agreement over a peaceful settlement over the borders of the Republic of China with those of the Empire's Chinese territories.
