Peshawar Lancers Redux: Kingdom of Hawaii Revised

September 1964 The elections had taken place and Christopher Kamehameha had delivered his farewell address to the Nation. He had stopped by at his former district office to say farewell to all of the staff that had worked for him for the past 10 years. He was wearing the uniform of a Captain in the Royal Hawaiian Navy. His Majesty had signed his promotion papers and he would report in to the Department of the Navy but first he was there to Congratulate Anne Elizabeth Kamehameha-Gleason on her first victory as a member of the house. He gave he some advice and then left in the Navy car.
He reported in and was ordered to report to the Chief of Naval Operations. He received his assignment as the commanding officer of the Naval Base in Ireland. He would be assigned to command the key base for the next two years.
 
For three Years Rear Admiral Christopher Kamehameha remained as the commander of Hawaiian forces in Europe and the Commander of the Base in Ireland in 1967 he was summoned back to Hawaii as there were a lot of Changes coming. His brother had also been ordered to return to Hawaii from Command of the Hawaiian Pacific Fleet. . Vice Admiral William Kamehameha III returned to the Navy Department and was informed by the Secretary of the Navy that he had been selected as the next Chief of Naval Operations. With the family present he was sworn in and was promoted to the rank of Admiral. Rear Admiral Kamehameha was offered the post of Director of the Royal Hawaiian Intelligence Agency. He talked with his father and his brother and was not at all sure that he wanted the job. Finally the King met with him and asked him to take the post.
 
Rear Admiral Christopher Kamehameha arrived at the Royal Palace. He was not at all sure that he would accept the Job that had been offered to him. He was back in the Navy and had no desire to take a job outside of the service. He was shown into the palace and met with the King. He was not the young officer that he had been when the King had summoned him to take that post. He stated that he respectfully did not feel that he would be a good fit for director. The King pointed out that he was exactly the right kind of man for the job. He the King was unsure that the party which the admiral had lead would return to power if that happen the king wanted a strong person at the helm of the country's Intelligence service. Someone who would let the chips fall where they may and would not sugarcoat any threat. As a result he agreed to accept the post and the King stated that he would be promoted to Vice Admiral and would remain on the Naval List. Thus the brothers held two of the Key National Security post in the Government.
 
July 1968The Honolulu Times reported that Admiral William Kamehameha II , a man who had served as the Chief of Naval Operations, Chairman of the Joint Chiefs , Director of the Royal Hawaiian Intelligence Agency, National Security advisor to the King and Legal adviser to the King had passed away in his sleep . He is survived by his wife, his five children and 15 grandchildren. Both of his oldest sons were officers in the Royal Hawaiian Navy.
 
Much as was feared by the King the National Conservative Party lost the election and the Liberal Democrat Party won enough seats to form a new government. The Prime Minister expected to make quite a few cabinet changes. However, he let the Secretary of State know that for the time being he would like him to remain on the job as he really did not see any major changes in Foreign Policy. The Secretary of Defense he would replace with a member of his party. The Military chiefs were all set in their terms Admiral Kamehameha still had 3 years to go and General Lapietra of the Marine Corp had just been appoined before the election. Both the Army Chief of Staff and the Air Force Chief of staff were in a similiar position. General Nicholas Barber was the Chairman of the joint Chiefs of Staff and Admiral Kamehameha was currently acting as the Vice Chairman.
 
The new Prime Minister was an experienced Politician. He was going to make some changes but in principal he agreed with the basic foundation of Hawaiian foreign Policy. That was to stand by your allies . He had watched the foreign policy moves of the Kamehameha Administration and to the surprise of his party he agreed with a great deal of it. He supported the World Council because he felt that it might prevent a war and would allow the nations to work together.
 
The Prime Minister appointed William S Richardson as Attorney General, Thomas Gill as Secretary of Defense and George Ariyoshi as Secretary of the Treasury. It was a clear indication that he intended a course change. He was looking at further changes in Interior and in some of the other cabinet post. One thing that he had not done is to move for a change in the election of the Prime Minister. It was known that the Prime Minister wanted election change and that to him meant direct election of the Prime Minister by the people. It was also Known that the King was opposed feeling that the current system was working and that this was a direct Challenge to the Monarchy. For that reason the Prime Minister decided on a slow course of action.
 
Prime Minister Burns address the legislative body and set up his goals for the next four years. He proposed to reorganize the Social Security system, establish a series of labor reform laws and a minimum wage. He also announced that he would be attending the
meeting of the World Council.
 
Rep Anne Elizabeth Kamehameha - Gleason Had become Deputy Minority Leader . She was trying to balance a variety of things. She was a wife, Mother and a Representative in the lower house. She was her father's daughter and had grown up with her dad being Prime Minister. She seemed to be drawing the attention of members of her party. The former Prime Minister was the Minority leader but his loss in the election had taken the fight out of him and he soon announced that he would step down as leader of the National Conservatives and leave the house by the end of the year.
 
Thus Anne Elizabeth after talking with her husband accepted the post of leader of the National Conservatives in the house. The Prime Minister Congratulated the minority leader in her election and really wasn't worried. When the former Prime Minister resigned Mrs Gleason campaigned with the party's candidate and made the election an issue on who was better to lead the nation.. She found the coverage by the Press to be overwhelming but rose to the occassion.
Vice Admiral Kamehameha briefed the Prime Minister on a rising threat in the Philippines. He also briefed the King and the leader of the National Conservatives.
 
Prime Minister Burns saw several pieces of legislation passed but he had avoided a showdown with the opposition. Now he moved to National Security and proposed a new look at the country's defense in a White paper. The Military had remained quiet on the matter until the defense secretary announced some of the proposals. The Service Chiefs objected to the cuts and proposed alternatives. They testified before the legislative committees and it quickly became a war that united the National Conservatives under their new leader. The King in a private meeting with Prime Minister Burns told him that he would veto the Defense spending bill if it came to him in its proposed form
 
Prime Minister Burns then explained to the King that he was willing to compromise to an extent but would not accept the National Conservative Budget proposal from the last administration. He explained to the King that his administration would not be approving the construction of new Nuclear powered Submarines but would accept and provide funds for research for a new class of submarine. It would not fund two new carriers but would fund a new class of destroyer.
 
Prime Minister Burns address the World Council General Assembly. His remarks were a hope that this could result to a lessening of tensions between nations and greater co-operation. Hawaii supported the concept of the greater co-operation to meet the challenges facing the world. He called for a goal of defeating diseases which had continued to threaten the worlds population.
 
Prime Minister Burns returned home to Hawaii and found that he was in big trouble. He had alienated the Empire of the Rising Sun with his pro-Chinese policy, his Secretary of State had resigned due to the same policy and the King was also upset seeing a possible trade war with the Empire. In addition Burns policy had caused problems with the British. The Prime Minister then reversed himself and got the Secretary of state to return to the job.. The Empire of the Rising Sun granted self rule to its part of China.
