    Christopher Wilcox had been born in Ireland. His father at the time was the director of the reconstruction of the country.. As such he spent quite a few years in Irland insuring that the country had a working transportation system. He also oversaw the construction of a lot of modern facilities. It was the first post that his mother could be with her husband as for most of the years that the general had worked building the Canal there were no proper facilities. Yet as a young boy he learned the Irish tongue and his mother taught him Italian and Spanish. He attended the Hawaiian High school at the military base in Ireland and they left for home. Home for him was a strange place. He had only been back in Hawaii for visits and He was greeted by someone who he really did not know. The person who picked him up was an officer in the Royal Hawaiian Navy and it was only latter that he found out that he was Rear Admiral Kamehameha II. He stayed as a guest at the Kamehameha Family Estate for several weeks until he was processed in as a student at the Military Academy. He did quite well with his studies and the fact that he spoke three foreign languages brought him to the attention of the Royal Hawaiian Intelligence Agency.
    But first he served as an infantry officer including commanding a platoon of soldiers in the Central American Republic. He got a chance to see the Canal up quite close. Then he was ordered back to Hawaii and transferred to the RHIA. He briefly served over seas in Ireland before returning home.He left the Army and got another degree. He then decided to run for office and was elected to the House in a safe district.

    Prime Minister Wilcox decided to Champion Education reform as part of his legislative program. He was now moving to demand accountability as well as wise spending. But his goal was to provide the best possible education possible to the people of the Kingdom. He also wanted to make it possible for people to go to college that might not because of cost. The Royal College of Hawaii had been founded by the monarchy but it was only located in Hawaii. In contrast that the University of Hawaii had satellite campuses located in other parts of the Kingdom. Thus there was a branch in Tahiti, Guam, Samoa.

    The Prime Minister Met with the newly elected Representative that had replaced the former Prime Minister. The man was George Kamehameha. George had served as his fathers Chief of Staff. He was an accountant and in a private meeting the new Prime Minister wanted a review of all government spending. His goal was to trim the waste and more wisely spend the people's money. All programs were on the table for looking at.

    In a move that came as a shock to many countries Hawaii reduced its foreign aid in some cases to Zero. The Hawaiian Government thus continued to fund only three projects- Fort Louisburg in Canada (10Million dollars), Ireland (30Million dollars and Portuguese reconstruction (30million). Prime Minister Wilcox's government was under pressure from the opposition to halt the drain.

    1909 the Prime Minister went to the King to call for new elections after 19 members of the National Conservative Party voted with the opposition. The leader of the opposition Anthony Ortis thought that the public was ready for a change. Prime Minister Wilcox would retain his post at least until after the election.

    The election saw a shift away from the National Conservative Party and toward the Liberal Party. Still it was not a landslide. The new House saw the Liberals with 152 seats and the National Conservatives with 148. Thus it was a razor thin majority and one which any issue that came up could cause a fall of Mr Ortis's Government.. The government lasted just about a year and then Mr Ortis offered to form a government of National Unity. This government lasted until May of 1912 when new election saw Mr Wilcox return to power as Prime Minister with 164 seats.

    However, the Liberal Party did win the election of 1920 when there were an additional 60 house seats. Prime Minister Wilcox resigned his house seat and to the surprise and dismay of the Liberal Party was appointed by the King as the Director of the Royal Hawaiian Intelligence Agency. The King recalled Christopher Wilcox to Military service and gave him a promotion to Major General. George Kamehameha became the leader of the National Conservative Party in the house.

    The Hawaiian King continued to take actions such as the appointment of Patrick O'Malley as the New Director of the Royal Hawaiian Secret Service. This was the second time that the King had made an appointment that was normally made by the Prime Minister after consulting the King. However, the Constitutional Lawyer pointed out that the King did have the power. He appointed Vice Admiral Thomas as the new Chief of Naval Operations. Admiral Thomas was the Brother in Law of Joint Chief of Staff Chairman Admiral William Kamehameha II. Several newspapers pointed out that the King had made the appointments after the Prime Minister had appointed people that did not support policies that were regarded as fundamental positions for Hawaii.

    King Edward Albert Kamehameha seemed to be taking a strong position against the elected leader of the legislature. In an interview with the nation's largest paper he pointed out that never had a Prime Minister attempted to totally shift the nation away from establish positions. As King it was his job to check that move.

    May 15,1921 King Edward Albert called the Prime Minister to the Palace and notified him that he was deeply disappointed in the way that the government was acting and in the National interest he was dismissing him and his government. The only member of the cabinet that would remain was the Secretary of State. The Prime Minister responded that his government had not lost a motion of confidence or been defeated on any bill ( although the National Defense Bill looked like it would be possibly defeated as the King had spoken to 6 members of the Liberal Party who would now vote against it. The King said that he had been prepared to sign a notice of Martial Law. The Royal Guard units had now taken positions around the legislative building. The King had also signed a notice which would call for new elections. He had spoken to the Secretary of State and notified him that he would be the Caretaker Prime Minister. The former Liberal Party Prime Minister still had supporters in the Liberal party and he could round up at least 30-50 Liberal Party Members to support a new government. He would speak with the leader of the National Conservatives about forming a temporary government of National Unity

    The Government of National Unity was formed The leader of the National Conservatives became the Deputy Prime Minister. William Carerea was appointed Secretary of Defense (NCP), George Taiki Secretary of the Navy (RLP), Howard Tacomea Attorney General (NCP)Anthony Norrea Secretary of Commerce (RLP),George Chan Secretary of the Interior (NCP), Doctor Sharon Lee Secretary of Health , William T Howard Secretary of Education, Charles B Kamehameha Secretary of the Treasury ( Charle took leave from the Royal Bank of Hawaii to act as the Treasury Secretary and Admiral George Bishop RHCG Ret as the Secretary of the Coast Guard

    The Crisis had caused a splintering of the Liberal Party into two Political Parties the Reformed Liberal Party and the Liberal-Labor Party. The Reformed Liberal Party followed traditional values while the Liberal-Labor Party had taken a massive turn to the left and also a move toward isolationism. The temporary government of National Unity saw the National Conservatives with 174 seats join with the RLP with 50 seats giving them 224 seats in the House out of the 360. However the splintering continued with another 36 seats going from Liberal Party to independent. In theory the Liberal-Labor Party had 100 seats.

    The Independents would most likely support the Reform Liberal Party but might on some issues switch to either of the other parties.

    July 1921 Hawaiians were shocked to hear of an assassination attempts on King Edward Albert, the Secretary of State, the leader of the Liberal-Labor Party and a number of other people. The King had been rushed to the Naval Hospital and was said to be recovering. The Secretary of State was at the University of Hawaii Hospital and in serious but stable condition. The Minority Party leader was at St Catherine's Medical Center where he was stated to be in Critical condition. Also at the hospital was a Royal Hawaiian Constable who had been wounded in a gun battle with the two assassins. The Royal Hawaiian Constabulary and the Royal Hawaiian Secret Service were investigating.
