The Europeans were puzzled by the Ortis governments moves. The appointment of the former Prime Minister by the Hawaiian King to the post of Director of the Royal Hawaiian Intelligence Agency was clearly seen by the Europeans as a signal that the King would not support a head in the sand isolationist government. His other appointments reinforced that point of view.

The Austro-German Intelligence and Police carried out raids and one resulted in a gun battle that required deployment of troops to support the police. There was also a gun battle in Northern Spain.

European Governments were busy stamping out the Anarchist Movement in Europe. The crackdown came hard and fast. With the climate finally improving no one wanted to have a bunch of trouble makers start any thing.
Reports were that the Anarchist tried to assassinate the Czar and that lead to a brutal crackdown that went on for months in Russia

The Anarchist movement was crushed as the European governments worked together to eliminate the threat. By 1924 things were looking better and the resettlement of Europe was underway. France was seeing a return of some of the French population to France and the French Government was once again in the heartland. The Netherlands and Belgium were both seeing a return of their population from overseas Germany was being resettled by Germans yearning to return to the motherland. There was a lot of reconstruction that needed to be completed as the Fall had created a lot of damage.

Word was that the Austro-German Empire was facing the real possibility of a fracture with Germany once again becoming a separate state. The population of what had once been Germany had seen a resettling. The population had now risen to 450,000 and was climbing as a number of ethnic German sought to return to the historic Fatherland.

Experts believed that the flow of settlers into German would continue to be quite high now that the weather was returning more toward normal. The Question was would the Imperial government try to slow the flow of people so as to prevent a break up or allow it to continue. The Hapsburgs were reading reports which indicated that by the end of the year the population of Germany would rise to 525,000 and increase by more than 300,000 per year. If one added population increases due to more people then one might see a population of over 2 million by 1930. However, it was believed that that figure might be on the low end and immigration of ethnic Germans to German could run as high as a million a year.

Kaiser Karl had so far prevented a split between Germany and Austria for now but the population of the German provenience continued to grow. The British Isles had seen a steady flow of people back from India. Massive improvements had made it ideal.

In the Austro-German Empire's Capital Kaiser Karl held talks with the Hohenzollern's in a move to prevent a break in the empire or failing that to ensure that the two entities were able to function as friends against the rising threat from the East.
It appeared that in this a great deal of Progress was made.

The Prince of Wales had visited the British homeland. He was impressed by the progress that had been made in restoring the land. London and several other cities had seen a great deal of renovation. The Island looked very different from what it had been.

The British Government had spent money rebuilding a shipyard in Britain to build its ne battleship which would be very much like the Hawaiians ones but with entirely British equipment and weapons. modernized_hms_st__andrews_by_tzoli-d758ws2.png

In Europe things were getting back to normal. In France patrols by the French Foreign Legion and the French Army had come to a stop except near the borders. The French Police had begun to take over the responsibility for maintaining law and order. In Spain the Civil Guard had taken over the job and in Italy the same was true.
In the Great Austro-German Empire the Police had retained a lot of responsibility but now they seemed to have even more. There was a need to establish an Imperial Bureau that would be able to maintain records and help with advances in crime fighting technology.

In 1928 the Austro-German Empire finally split into Germany and the Austrian Federal Empire. The Hohenzollern now controlled a Germany which looked very much like a Germany from another time line say 1919. The population of the German state had risen to 12.6 million people. It was far smaller than that of the old Austro-German Empire. In fact Kaiser Karl I ruled over a population of 65 million.
