France began a massive Public Works program to reclaim a lot of the land. Construction began in 1895 and would continue for the next 50 years

Hawaii's Ambassador of Portugal and Spain found that he was spending a lot of time traveling, he traveled to Northeastern Spain for a meeting og Hawaiian, Spanish and French officials He also traveled to France where he met with he counterpart in the Hawaiian Embassy in France..
 
French Engineers were attempting to shrink the sea opening that had taken so much land from France. They mad some progress based on Knowledge that had been gained prior to the Fall from the Dutch taking land back from the North Sea.. There was an arguement between Experts over how much land might be regained.
 
Below is a Map showing the final effort which was made from 1920-32. The French Government was able to regain some additional land but it was estimated that to restore everything was impossible and or way too costly.

Hawaii's Ambassador to Spain and Portugal had managed to help conclude an agreement which would insure that the rail connection into France was completed. Also the trans-Iberian Highway started to be worked on connecting a road system from Portugal to eventually the French border. The Hawaiian Ambassador traveled to France to see first hand the damage that the Fall had done and the French efforts to recover the land.
 
The French Government had with the improving weather conditions made a massive effort to regain as much land as possible but there was a limit to their ability to do it. The cost estimates were incredible to regain more of the lost French lands and a decision would be made to halt the effort in the 20th Century. The French Crown Prince had started to take over more of the responsibilities from his father. He pained visits to France every summer to involve himself in the recovery project.
 
The people of Scandinavia were very glad that the weather started to improve. Still it would be at leat another 20 years or more befor the population would be able to move back to central Norway and Sweden. The Finns were hopeful for a recovery.
 
The new Hawaiian Explorer had been completed and it had payed visits to the British Isles and Scandinavia. Every year the Hawaiian made several visits to Iceland. Iceland was seeing a lot more contact with the rest of the world. Hawaiians had istalled communication facility there. They had also modernized the power plant bringing the joy of electric lighting., Norway and Sweden welcome the Hawaiians. The Hawaiian also provided tools that the Scandinavians needed to spur their recovery.
 
France had seen progress made in its long effort to recover from The Fall. Paris was seeing its population increase now that the weather had improved and reconstruction had seen the recovery of land. It was going to become a major port. Belgium, which had very little in the way of population had seen a major influx of immigrants returning from its colony. Many of the White c Belgian population which had fled to the Congo or France now elected to return. The Population of the Netherlands had increased from a few hundred to several thousand. The Hawaiian Explorer had visited and had taken down a list of items needed by the Dutch population. It appeared that at least 5,000 people would be returning to the homeland from its Latin American Colony.
 
The Hawaiian Explorer did a lot of survey work of the coast of the Netherlands, Belgium and France. Information was shared with the respective governments. In addition copies of the documents were kept in three locations: the Base in Ireland, Fort Louisbourg in Canada and at the University of Hawaii . The British Government had begun to rebuild Great Britain. The British Army stationed a brigade of Engineers in the country. Money was made available but there never seemed to be enough. In addition Hawaiian and British companies were involved in projects.
 
The Kingdom of Ireland's economy was growing at a fantastic rate due to the Hawaiian investments in the country. Irish factories were processing goods that were in turn shipped to the British reconstruction effort and to the Dutch and Belgians. The Hawaiian Explorer II was now based in Ireland during the Spring and summer and there was a serious decussion of keeping it in Europe for 1900 so that exploration could be done in the north to check to see if the Polar ice was beginning to retreat further north.
 
Hawaii had developed a good diplomatic relations with many of the nations of Europe. This had come about as contact with the various European Nations as a result of the Actions of the Polynesian Explorer. Hawaii had become a nation that had provided goods that a lot of nations needed. The Hawaiian had provided goods and money as well as trained personnel to help with the recovery of Ireland, Portugal, Canada the British Home Island, Netherlands and other nations.
 
Ambassador Davis arrived with his wife and presented his credentials to the Foreign Ministry. He received a warm welcome from the foreign Minister, who had been briefed by the Spanish Ambassador to Hawaii.
