Peshawar Lancers Redux: Asia

A decision was reached that a meeting would take place in Honolulu between the Empire of the Rising Sun, the Kingdom of Hawaii and the Republic of China leading to a treaty that would resolve the border issue and would see a number of improvements in dams, Electric Power and transportation. China would be allowed a port on the South China Sea.
 
Christopher Wilcox traveled to the Empire of the Rising Sun by air to met with the Prime Minister of that country. He explained to the Prime Minister that William Kamehameha was unable to trave by air and that he would be doing the heavy lifting. The Prime Minister would travel by sea to attend the Pacific Conference in Singapore.
 
September 1910 Japan's Foreign Minister became the first Minister from a foreign country to meet with the new Hawaiian Prime Minister. The Empire of the Rising Sun wanted reassurance that the relationship between the two nations would not change.
 
Both the Republic of China and the Empire of the Rising Sun were unsure of exactly where the new Hawaiian Prime Minister stood on any position. The Crisis in the Central American Republic started out with the new Hawaiian leader hesitating to make a decision but then he seemed to gain his footing and move quickly to stand by an ally. Appointed as the new Ambassador to the Empire was Jack H Fender. Ambassador Fender was a career diplomat who had served in a number of post. He was on a list given to the Prime Minister and after a series of interviews with the candidates was selected by the Prime Minister. In picking the new ambassador to China Da Gama went to Mr Wilcox and he recommended Pamela J Neilson. . Miss Neilson,30 was a teacher at the Royal College of Hawaii. She had served as an advisor to talks between Hawaii and the Republic of China and the Empire of the Rising Sun in Hong Kong.
 
Ambassador Neilson was Hawaii's eyes and ears in the Republic of China. It was her job to promote trade between the two nations and also to spot any potential trouble between the two great Asian Powers before it became serious. Deputy Prime Minister Wilcox paid a visit to the far east to let everyone know that just because there was a problem in Central America Hawaii was still paying attention to Asia.
 
Prime Minister Wilcox became the first Prime Minister of Hawaii to visit the Republic of China. He also visited the Empire of the Rising Sun so as to keep relations on an even Keel. He was also invited to tour part of the Han territory holdings and to see joint Empire and Republic Projects.
 
1917 Hawaiian Foreign Policy was aimed at defusing tensions between the Republic of China and the Empire of the Rising Sun. It had so far prevented war between the two and had resulted in projects which had benefited both countries. The Republic of China had regained some territory and now had a window out into the Pacific.
 
The representatives of the Republic of China and the Empire of the Rising Sun met in the large Royal Hawaiian Consulate in the Royal Crown Colony of Hong Kong. Sir Henry M Rogers was newly arrived and represented the British Government. Sir Henry was a resently retired British Army officer. He was joined by asst Secretary of State Lee Yuan Brown of the Royal Hawaiian State Department. They were attempting to resolve the transfer of some territory from the Empire of the Rising Sun to the Republic of China as well as the construction of some dams.
 
The Four Pours signed an agreement which finalized the land transfer and allowed construction of several dams and flood control projects. Sir Henry Rogers then proposed several health projects which would cross borders in an effort to prevent the spread of things like Cholera , Malaria and other illnesses. It passed after some debate..
 
1918 saw The Empire of the Rising Sun make an effort to defuse any tensions with the Republic of China as it saw border skirmishing with the Russians. The Russians were once again exerting pressure on the Empire with a goal of once again dominating the Manchurian sector. Since the return of more normal weather the Russians had tested the Empire several times in minor engagements but recently things had begun to escalate.

The Imperial Army and the Russians began a series of testing one another capabilities. The Imperials would respond to each border violation with force and the Russians would withdraw only to return latter with a larger force.
 
The Hawaiian Secretary of State met with his counter parts in a conference held in London ( the British Government seemed to be moving on a course to relocate to the British Isles now that the weather was improving) Present were the Foreign Ministers of Britain, Hawaii, Austria, Poland, Germany, Sweden, Finland and France. The Topic of discussion was RUSSIA. Much concern was shown over the fact that the Russians seemed to have returned to using force to regain territory that it claimed. The British Foreign Minister noted that the Prime Ministers of Hawaii, Britain and the Empire of the Rising Sun were meeting in Hong Kong over the issue of continued Military encounters between the Empire of the Rising Sun and Imperial Russia.
 
The Three Prime Minister held the discussions in Hong Kong but moved the Meeting to Tokyo over concerns that the Russian Intelligence service might have developed a network in the British Crown Colony. The Meeting was one where the Imperial government presented evidence of continued Russian aggression against the Empire in Manchuria. Both the Imperial Army and the Imperial Navy were undergoing a considerable build up in materials. The Empire had also begun to expend more resources in developing aircraft. This concerned both the British Government and the Hawaiian Government. As it might trigger an arms race.
