Pearl Harbor not HQ of Pac fleet in '41

How would the Pacific war be different if the USA still used San Diego as its HQ in '41?

Pearl would see a build up of defences, but not the transfer of HQ and capital ships.

The USA still places embargo on supplies for Japan.

Japan still goes ahead with invasions of SE Asia and Philipines. Still successful.

Does the US navy enact strategy of a rolling reinforcement of the Philipines? Ultimately, Japan is still screwed, but how does the naval war proceed?
 
Then why attacking Pearl Harbor if there is no fleet to destroy?

There would not be a Japanese attack on Pearl Harbor, but the Japanese would still go on with plans to capture SE Asia including the Philipines.

A question that I would have, is how the navel war would enfold. What would be the Japanese strategy for luring and conquering the US fleet. what would be the US fleet responce from San Diego?
