Yes, the thread title is misleading. I know there's no way anyone without carriers could surprise-attack Scapa Flow in the 30s.
But, the Home Fleet wasn't moved to Scapa Flow until shortly before the war started. Where was it deployed before that? Anywhere in range of Germany? Was it concentrated? And I know that Germany's air-to-sea capabilities were... pretty pitiful, but if they mounted a concerted single out-of-the-blue strike, could they cripple the Home Fleet? And what would this do to the war?
