PC/WI: The Braganzas never gain Portugal back

In OTL the Portuguese monarchy moved to Brazil to escape Napoleon. What if they never got Portugal back, with it be united with Spain?

Um... what? Napoleon never fully conquered Portugal, shortly after the invasion, the Peninsular War broke out and he lost control of it. British troops restored it to the Braganza's in the course of it.

Surely it's within the realm of possibility that Napoleon never loses power and forcibly annexes Portugal to Spain?
(yes it's a wank, I wouldn't dispute that)

The main difference is that Portuguese Africa remains with Brazil and the new Rio de Janeiro government wouldn’t be as much pressured by the British to abolish the slave trade as in OTL, since Portugal and Britain had a treaty allowing internal slave trade south of the Equator. Brazilian slavery may survive for much longer as a consequence thereof.

Also Portugal-Brazil won’t give back French Guyana if the Congress of Vienna doesn’t give them back Portugal.

race relations in brazil just got a lot more complicated than they already are.
i wonder how decolonization would play out in the future, if it happens, how the exiled monarchy would deal with a small but still global empire, how would goa daman and diu, macau and timor look like after years of this...loads of questions and idk if anyone here has ever done a tl with a similar premise.

Which raises the question; what exactly did the Congress of Vienna do ITTL with Portugal Proper if they don't restore the monarchy?

There might be no recognizable Congress of Vienna ITTL. Perhaps it is completely different; perhaps it is designed to end the Napoleonic Wars once and for all, with both Napoleon and his opponents exhausted, with them having fought to a draw, after decades of on-and-off wars.

Well, if its a Napoleonic Victory timeline its an entirely different barrel of beans. Which of the two paths this timeline goes down is going to affect what happens to Portugal and Brazil greatly, and so needs to be clarified.

I guess that scenario can be Path B; with Path A being Napoleon losing similarly to OTL (barring the Peninsular War) but Portugal not being restored after the Congress of Vienna in 1815.
Path B being a Napoleonic Victory TL and Path A being closer to OTL.
