PC/WI Russian land bridge to Kaliningrad?

What if after the dissolution of the USSR, Russia had keep a thin strip of land connecting it with kaliningrad, psible between poland and lithuania?

Yeah, have southern Lithuania incorporated into Belarus, which isnt too hard given the fluidity of Belarussian borders back in the 20s and 30s, then have the Belarussian SR vote to remain in the Soviet Union/Russian Federation as a Republic. The whole course of events is pretty implausible, and the existance of Kaliningrad itself is really wierd and kind of pointless. Back when it was founded it didnt make much of a difference because it was all the same country anyway, but the way the USSR drew borders really fucked things up down the road.
 
Seems unlikely, considering you posted in the pre-1900 forum you could just have the Russian assimilate the area during the 19th century and have the Baltic states stay under a Russian state to this day and have them take over Königsberg during a big war against Prussia/Germany.
