PC & WI: President William O’Connell Bradley

First, to check, how plausible do you think it is for William McKinley and/or the Republican Party to pick this man to be the running mate in 1900?

Second (if it is at least somewhat plausible), supposing this had happened and that McKinley was still assassinated September 1901 - what is his presidency like? How are the next couple of years changed from OTL; is Bradley nominated in the 1904, and is it still a safe Republican year? Depending on how the 19-aughts are altered, how is the course of history changed?
 
A Border State Pro-Civil Rights President might pick more Pro-Civil rights federal judges in the South and on the Supreme Court and may get some stronger laws on the books and actually enforce them.

Looking over TR's OTL Judicial Appointments (on wikipedia), the one that stands out the most in this respect is Appellate Judge Jeter Connelly Pritchard.

Are judicial appointments really the only changes here, though? Just some examples - could Lyman Gage stay on as Treasury Secretary longer? Would as much federal land be set aside? Would the 1902 Coal Miners strike proceed differently?

One other change I can see - the Booker T Washington incident likely won’t play out as OTL (invite him to the White House, then get stuck in a walk back spiral as men like Ben Tillman lose their f**king minds). Which, in turn, likely means that Booker doesn’t hold out hope of the Atlanta Compromise working out; and that, in itself, could have important implications for the civil rights struggles the early 20th Century.
 
Just looked up the Judge on Wikipedia, yea the Republicans really blew it with the Lilly-White Movement by going for the short term gain that only paid off in the 1970's and beyond.
