PC/WI: King Romulus Elsewhere?

It is difficult to wade through all of the foundation-myth surrounding the founding of Rome. But assuming that The Kingdom of Rome was founded by a man named Romulus and that he was descended from people from (if not Troy, then) somewhere other than Latium, what other possible locations in or around Europe would it be possible for him and his followers to settle and found Rome and what are the affects?

Rome in Germania, Rome in Gaul, Rome in Greece, Rome in Britain?

I've never seen anything exactly like this brought up and thought I'd get some thoughts.

I'd expect somewhere else in Italy, but it depends on where he's from, why he's picking the site he is, and why he's in the area he is in.

"Rome" founded elsewhere is unlikely to become what we think of as Rome. A lot of the historical trajectory of Rome is possible only with the political traditions and cultural baggage of the semi-civilised Italic tribes. A Germanic or Gallic Rome would have access to the fighting men, but not the political know-how.
