This might require a PoD prior to Jules Ferry's premiership, though an imposition from an outside invader just might be enough.
So, basically, assume Germany wins World War I early (prior to 1916), and militarily occupies vast swathes of France at the end of hostilities. Negotiations with Britain aren't very fruitful, in part due to general German hubris, in part due to the Kaiser's ambitions.
Could the Germans end up formulating a plan to impose specific policies on France in order to increase the population of minority language speakers such as, mainly, Occitan and Breton? This would earn them the long-term enmity of the d'oil-speaking French, but well, they've been thoroughly defeated and humiliated militarily, there isn't much they can do. On the other hand, the creation of new ethnic ensembles within France could endear these latter minorities to Germany, creating the possibility of future separatist movements allied to Berlin. Is this at all feasible, or at least possible?
