PC/WI: Afghanistan partitioned?

Turning the graveyard into a backyard.
Is there any possibility, after 1800, that Afghanistan could have been partitioned between Iran, the Russian Empire, and a power based in northwestern India (likely the BEIC, but also possibly the Sikh Empire)? Basically, no Durand Line, either.
Based on what territorial interests would these powers agree on partitioning Afghanistan, and where would they draw the lines? Iran will likely aim for annexing the regions around Herat, as these were part of Iran's core territory until the 1850's. Would Russia covet the Pamir mountain regions, alongside Balkh in the north? Would the British/Sikhs be interested in the lands to the east of the Helmand River?
What would this entail for what should have become Afghanistan? IOTL, if i'm not mistaken, after the consolidation of the Durand Line, the Afghan monarchs enacted what seems to have been policies of ethnic cleansing, dealing with rebellious Hazara tribes in the center of the country and converting the inhabitants of Kaffiristan to Islam (thus renaming the place "Nuristan"). Would any of these happen had Afghanistan not been more or less in one piece?
Would the Pashtuns resist the annexations? My guess is that they will certainly offer fierce resistance that will last for decades after partition has been agreed to, but could the overseeing powers play up tribal rivalries to subsume that?

Yes very possible if
1 durranis do not arise
2 stronger British frontier armies and weaker sikh opposition
3 less internal chaos in iran esp post Nader shah
4 Russia probably least interested in acquiring such barren mountains , nonproductive lands with prospects of guerrilla warfare for generations which would be greatly extending their already stretched logistical lines
