PC: Transnarva Republic in Narva, Estonia

So I was browsing this post on the r/alternatehistory subreddit:

And I noticed that one of the unrecognised states created after the Soviet collapse was "Transnarva" in what I'm assuming is Narva, Estonia. I'd like to take this idea a little further.

Using any PoD after the Soviet annexation of Estonia on August 6, 1940, try and make it so that the ethnic Russians living in the Narva region decide during the fall of the Soviet Union to break away from Estonia and create a separate Transnarva Republic a la Nagorno-Karabakh or Transnistria.

The 1993 referendum takes place in 1991 instead? I mean, two years earlier the Estonian government would have been even less capable of exercising their authority, so Narva and Sillamäe probably easily could have broken off.
