Personally, I would say you probably need a pre-1900 PoD; by 1900 the forces that led to Norwegian independence were already in motion.

In that case, I would say that postponing the Norwegian independence is quite c [FONT=&quot]onceivable.

In 1905 it was the institution of a seperate corps of Norwegian Consuls that was the case. The Swedes refused, and the Norwegians declared independence.

As long ast the Swedish side gives in to Norwegian demands, the Union can last. OTOH some historians states the the consulate issue was a deliberate case to have the Swedes refusing.

It strikes me that the Great War may be just the sort of crisis with entrenched interests on both sides that the Union couldn't overcome (what with the Norwegians being keen on the British, and the Swedes having a tendency towards Germanophilia), but luckily the OP only requires the Union not to split before 1914. Nine years should be handleable, presuming that one side or the other doesn't try to force the issue during that time.
