PC: Spain holds onto Peru?

Is it possible for Spain to keep a hold of Peru during the Independence Wars and for Peru to become a sort of "Spanish Canada", in the sense of having its own parliament but sharing the Spanish monarch and be considered a country in its own right but part of Spain (like Scotland and England today)?

Peru was probably the most loyal colony in South America to Spain, so I think there's a chance at Spain keeping it if Bolívar and San Martín get bogged down enough. Spain controlled its colonies more closely (taxes, trade restrictions, etc.) than Britain, so unfortunately I can't envision a "Canada scenario" with the autocratic 19th century Bourbons. Then again, perhaps the Bourbons may have to reward the Peruvians for their loyalty. . .
