Between 1879 and 1884, Peru, Bolivia, and Chile fought a war that ultimately resulted in the loss of access to the sea for Bolivia. As I understand it, in Bolivia in particular there is resentment for the defeat.
Is it concievable that at some point between the end of WWII and 2000 that, at the very least, Bolivia and Chile fight a second war over the lost territories? If not after the Second World War, what about just after 1900?
At least according to Wikipedia, Chile was allowed to occupy two provinces of Peru for ten years until a plebiscite would be held. The northern province was returned to Peru in 1929. Might Chile have refused to come to an agreement, or honor a plebiscite, and Peru declared war over the matter? Would Bolivia have joined in hoping to regain lost ground?
