So is this plausible:

Delay the Botta Conspriacy, which weakened the Bestuzhevs, to occur a month later due to some hestitatoon from Lestoq or him taking too long to produce evidence. And therefore after the Treaty of Abo. Here because of the delayed Botta Conspriacy Elizabeth chooses to follow Bestuzhev's plan to demand Finland from Sweden. But then still have the Botta Conspriacy just later and end all hope of a Russian alliance with Britain at the time.

Finally on that last sentence is it possible that Elizabeth might stay out of the European war without the Botta Conspriacy?

The Russians did not really want Finland at this time - the area they took was mostly to have an increased buffer for Saint Petersburg. There's really nothing in Finland the Russians want (unlike 1808, when they wanted Sveaborg) at this time.

There was at least one leading party at court which favoured the idea.
 
This might give an earlier rise to Finnish nationalism, heck, this would create Finnish identity altogether. Then again, earlier annexation into Russia would balance this new cultural uprising. But very interesting concept.
 
I believe splitting Finland into an independent buffer kingdom was at least considered.
 
So, a Kingdom of Finland, strongly influenced by Russian Empire. Loss of Finland would probably have interesting effect on internal Swedish politics. Finnish nationalism would likely happen, as a healthy alternative to Swedish nationalism. The really interesting part, I think, would be what kind of effect would a decade or two of being the king of Finland have on Peter?
