PC: Papal Italy

The 1848 revolutionaries wanted the Pope as a ceremonial figurehead ala Queen Victoria. If the Church senses the way the wind is blowing and says yes, would this work?
 
They could, the Pope at the time was a soft liberal before he got his fingers burned by the First Italian Independence War.

Austria's the real problem. Get them out of the picture - with either greater Hungarian success or simply getting rid of General Radetsky and you're halfway there.
 
Why would it need a medieval POD? Look a bit into OTL road to Italian Unification. At one point a federalized Italy under the pope was seriously considered and supported by many of the Unification movement. Though this was based on a misunderstanding, but with a Pope supporting the idea it could have been done. If that would be good either to Italy or the catholic church is another question.
 
How about Cesare Borgia succeeds in making the Papal States a centralized principality and then actually succeeds in uniting Italy, as Machiavelli thought him capable of?
