PC: Myanmar Balkanize

Depends on when you're talking about.
The Mon peoples of the southern Irrawaddy delta tried to break off from Toungoo Burma in the 1750's, but failed. There's an opportunity here. After the defeat of this rebellion and the ensuing genocide, any Mon state that breaks off any time after will be much smaller, mostly encompassing only the Tenasserim coast.
There are obvious possibilities involving the Shan states to the west, but unfortunately, my knowlege on them is scarce.
But again, these are pre-1900 possibilities. After 1900, i'm not sure.

Shan States, the Karen, Arakan, pretty much the majority of the country's area has an ethnic group which has taken up arms against the central government in the past over some grievance or another and wanted more autonomy or independence. It's pretty amazing that the country hasn't imploded.

To be fair, it was the central government who started it. They preemptively attacked minority groups out of the thought that they MIGHT ask for the rights to autonomy that had been agreed upon when they got together for a conference and made a deal with the British to give the country independence,

Anyway Myanmar could Balkanize

What regions could successfully secede
Well, aside a possible balkanization of Myanmar itself ... there would most likely begin some 'struggle' for 'unification' with their tribesmen and -women in all the neighouring states as well like Thailand and Laos with their large Karen and Shan minorities at least, not to speak of India and China with the Chin and Kotchin speaking minorities there as well.

There's a good chance that a 'balkanization' of one state might cause a balkanization all of south-east asia, turning only too fast into a post-communistic 'yugoslaviation' with all its horrors.

You could have a different development during Myanmar's forming decade that leads to the Panglong agreement to stick and the Chin, Shan and Karen regions opt for independence, the Kachin, Rakhine etc. gets mad and push for it too.

Vietnam, Laos, Cambodia, and Indonesia have all expressed a willingness and ability to ruthlessly crush minorities that step out of line. Balkanization isn’t happening unless it is forced by foreign invaders.

... we haven't talked much about a/the POD yet ...

These nationality-problems could also well be used(abused as reasons for war between :
India, China, Thailand, Vietnam, Laos, Cambodia, and Indonesia
in whatever combinations ...
