PC: Gokturks pulling off an earlier Mongol-style conquest?

The Gokturks at the height of their power established an Empire that spread from Mongolia to just north of the Caucasus may have been partially responsible for the Avar incursion into Europe. They were militarily involved in China during a period of civil war, albeit on a raiding and propping up different sides basis. Eventually the Chinese got their act together under the Sui Dynasty and were able to play rival Turkic factions against each other in a civil war which eventually caused the Empire to split into two halves which steadily collapsed over the next couple of centuries due to the rigmarole of steppe empire politics.

Is it possible that if the Gokturks remained more unified, the Chinese more divided and the Gokturks had a more expansionist Khagan they could pull off what the Mongols did under Temujin and conquer China, Perisa and the lands beyond?

On the Chinese staying divided: the whole 6th century was a process of concentration, and while the ascension of Sui may not be inevitable, a consolidation in the North had long happened. They're the ones dealing with the Gokturks. Chinese raised them, Chinese stabbed them in the back, that's the policy of an empire vis-a-vis the periphery. Had China been weaker, the Gokturks would not have launched their Westward conquests, but raided China.
 
A gokturk-ruled Persia with Hephthalite components would surely have been interesting, especially if they still end up in conflict with the Muslims.
