PC: Entente supplying Russia through Norway?

Norway was pro-Entente during World War One. Would it have been logistically feasible for the Entente to send large amounts of supplies through Norway and the Grand Duchy of Finland to Russia? Would this be more efficient than sending the supplies through Persia?

What supplies went to the Russians via Persia in WW1? There was a 4 way conflict between Ottoman forces, Russian forces, British forces, and Persian forces during WW1 and significant famine plus epidemics that ravaged Persia.

Even if supplies could be unloaded in Norway, they would either have to cross Sweden or cross the far northern reaches of Norway and Finland which had no real infrastructure to support a major supply effort. It was far easier to send supplies to Murmansk and Archangel as OTL.
