Could a religious movement inspired by the story of the Exodus arise in the aftermath of the American civil war, Advocating for the mass migration of Blacks from the American south to the western states or another location as a new God given home for the black population.

How successfully could such a movement be

So you want to get estimates on a jump-started Garveyism? I agree the Homestead Act is the best bet although several people (Lincoln included) favored a return to Liberia before the Civil War actually got well underway. Largely black states in the Midwest would be interesting, but a Liberia with a vastly larger Americo-Liberian population could deserve a timeline all by itself.
