PC: Axis China = Pro-Axis/Neutral US?

If Germany keeps supporting China instead of allying with Japan and assuming that WW2 in Europe and Pearl Harbour happen as OTL wouldn't it place US more towards the Axis side? Would US at war with Japan which is at War with China make WALLIES (at war with China) interests contradict with American? Could Roosevelt gather enough support to go to war with Germany?

Nope. Before Japan going nuts the Germans were conquering other Europeans, which the majority of Americans hated. The situation in Europe was more important to the American media, government, and public than the 2nd Sino-Japanese war and what side Germany in that conflict.

You're assuming Japan will still declare war to the USA. Is there an oil boycot?
 
As long as Nazi Germany is trying to conquer France and the UK, the US is always going to be supporting the Allies. These countries were the first and second lines of defence for the US in the North Atlantic Ocean, which is why they supported Britain IOTL, as it was in their geopolitical interests to do so.

And why would Japan attack Pearl Harbour if is now an ally? It would be able to obtain oil from Britain and the Netherlands.

If Japan isen't allied to Germany, likely the DOW on Germany is at least delayed since any national anger is going to be directed squarely at Japan (Though, "All efforts short of war" will probably still be extended by the government to help beleaguered Britain). If "Pearl Habor" also includes attacks on European possessions in East Asia, though, than at some point I'd wager tensions with Germany will reach a boiling point. After all, America would be allied with the British and Dutch by virtue of joint campaigns in the Pacific, which no doubt would start stoking sympathy for their troubled position in Europe. Though, in that case, selling a "Germany First" strategy to the public will be difficult: I imagine Roosevelt would opt for a "balanced" approach, which speeds up the fall of Japan moderately, delays the fall of Germany, and likely results in a more roughed up and less supported USSR. (Who, thus, has a bigger chip on their shoulder towards the WAllies)
