PC: 50+1 in American Sports

Around 1998, the German Football Association had introduced and implemented a model for fan ownership. Called the "50%+1 Rule", any club that wants a license to compete in the Bundesliga has to allow fans/members to own a majority of the voting rights. This has contributed to the whole league arguably becoming one of the best for fans of any sport, especially in terms of ticket prices.

Is there a way for a similar model to be implemented in an American league? I know the Green Bay Packers is entirely fan-owned, but they are the exception that proves the rule. Is this idea possible, and when would be the best time to implement it?
 
The closest thing we have is the Packers, but one possibility is that the Black Sox scandal goes differently. If players decide that people like Comiskey will never pay them, other players may form player-owned teams that may transition into fan-owned teams in time.

They would probably start out in smaller areas and work their way into bigger cities where the better-known model is in force.
