Don't worry; it's not as bad as it
could have been. Buchanan's a pundit with some minor functionary political experience. To change
anything in America, either you need public opinion and the tide of history on your side (as with Reagan), or you need to be an extraordinary legislator (Johnson). Otherwise, the institutions will block reform.
Buchanan tries to 'crash or crash through', bombarding Congress with a blizzard of initiatives. If he understood the Senate, which really is more like a gentlemen's club than a modern legislator, or if he'd been a Governor, and hence understood the role of compromise and give-and-take, he could have been a very scary President. As it is, in my TL he essentially blusters his way into power and blusters his way out.
