The Lombard's become weakened considerably with a variety of POD's, whilst Byzantium is subsequently weakened (as it was IOTL).

Can we get a papacy that rules over much of Italia?

Since this didn't garner much attention, i'll rephrase the OP.

I want a Christian theocracy that rules over Western Europe. I want said theocracy to be a meritocracy that owns and manages all land in a collective/communal fashion.

Why is it impossible?

The Church was a meritocracy in OTL.

The Papacy often attempted to, and almost achieved multiple times, gain supremacy over the various secular forces; nobles/emperor of HRE. You need only use one of numerous POD's.

pope inocent does not get rid of the hohenstaufens by allying france. With a stronger hohenstaufen dynasty french ambitions in italy will not be as big. Essentially the papacy in the late middle ages needed both the HRE and Franc to be strong so neither side could gain complete dominence, for if that happened than papal supremacy would decline significantly.
Have the council of constance go more successfully and have innocent's successor's continue his policies of papal supremacy. Might not last by the time of nationalism. Somehw get rid of church excesses so protestants dont rise and ope remains spirtual leader of christian world. since pre modern cocnept of spirtual greater than temporal the pope retains his supremacy over the temproal lords of Europe.

OTL Papal supremacy did happen during Innocent III's reign.
