Is Ruralia forbidden by treaty to have an actual navy or does it just not have one?

Many of these hadn't been used too much, so they would have had a lot of life left. Armament would be adequate for coastal defense against smugglers, poachers, or any enemy smaller than a destroyer. Speed is high enough for coastal work and learning to operate the simple turbines would bring the Ruralia Navy (?) into the 20th century.

Can’t afford one. No purpose due to limited ports/landing sites and defensive posture.
They'd be a better fit than the surplus four pipers I suggested. Much better suited to a coast guard than old destroyers. I still think armed trawlers are the more likely option though.

Looking at what's been said about the Ruralian ship building industry it might be possible for them to build something like the Whale catcher Southern Pride and arm them. (This would be a smaller ship than the Flower Class Corvette based on the Southern Pride). The RN did impress the Southern Pride and arm her. The resulting ships would be somewhat a half way stage between armed trawlers and a true corvette.

Do they want to go as large as destroyers though? Would Ruralia have the industry to support them through their life?
Coastal boats or MTB/MGB type designs can be built and repaired by fishing boat makers (even piano manufacturers were involved in British builds).

For a small patrol class suitable for a rough sea enviroment then you will be hard pushed to beat the SGB, fast enough to catch fast smugglers and more capable in a rough sea than and Eboat or MGB.

Pair it up with some Bangor class minesweepers or if you have the money Halcyon class sweepers, your choice of engines to suit what Rualia is capable of maintaining, the longer Bangor fitted with diesels would give a little more accommodation for crew or stores.

The Steam Gun Boats proved expensive to build and operate, and had to be built by the same yards that were building DE because of their steam turbines. An excelent concept (cheap mass produced oceanic escort) but a bad design (a case of: "If it looks bad it sails bad"
On the other hand, the small WW1 110ft subchasser was built in huge numbers (441 btw 1917 and 1919), was cheap and Ruralia could buy a few and build their own.
France operated a lot of them and built a larger (diesel powered) version in the 30s that would be a good design for Ruralia. The Ch1 class displaced 150tons and could act as minesweepers.
