Suppose the USA insisted to the Panamanian rebels we would only help them get their independence if the USA got full sovereignty over the Canal Zone?

Then they'd get it most likely. Seems useless to make it so stark though. What was wrong with the OTL deal really? The USA gets everything they want and it gives a fig for the Panamanians to hide behind.
