Pacific war without European WAr

WI Either a German and French government emerge who see their interests in creating employment via infrastructure rather than through arms, Hitler is either not in existence by the 20s or is seen as a joke

Or more traditional conservatives take over Germany. They do not take military risks. So there is no major war involving Germany,

Could Japan have still launched the kind of war it did?

How likely is it?
 
I think it's likely they'd still attack China to get manchuria and all that
"rightfully belonged to the Empire" as they claimed.

Would they attack the Us?
Well, one has to consider the fact that some american leaders DID know about the pending attack on pearl harbor (no I'm not just making things up)
So they'd probably do something similar
Make japan attack Usa, through that, you get the people on your side (they were against going to war b4 pearl)
, then you can go to war against japan

or, the Us could just block the japanese oil, join together with europe and block japan completly, concentrate on making an army solely for japan... and then when the time is right... attack with the excuse "We help china"
 
Japan could still start a war against the British, the French and the Dutch but without a corresponding German attack in Europe to distract the colonial powers, it'll be much more difficult. I hope for the sake of the Japanese people that Japans leader aren't stupid enough to still attack Pearl Harbor. I think however that a war in Europe was bound to happen. The economic situation in Germany was bad and many wanted revenge for the treaty of Versailles. So the Japs are lucky. If Germany is a military regime the Germans might make better decisions though.
