Nah, it's piss poor with 0 resources. No point in claiming a land that'll be more of a burden economically. We can sign a treaty with the Romanians where we cede any claims on the land. This'll improve relations considerably.

Stalin attempted to entice African-Americans to the USSR, but it failed. We can do it considering Socialism is much more viewed as positive. As for Dalits... Getting the dalits on the side of the Communist Party of India will enable us to create a class revolution, one of dalits against the brahmins.

No worries comrade! So I think its better to post some initiatives right now before you take your well deserved brake, so I have 2 initiatives steming from the lastest developments on the international stage. So here they are:Little Note; will be on holiday in two weeks, for around two to three weeks, so no major updates around time from me here anywhere.
But seriously I had hoped to finish off some of my smaller AU/TL before and expand upon a few ones, but nwo it looks only one will wrap up before and I allready have a few more planend in general ...
Would anyone mind a hiatus for the Our Stuff until the End of the Vacation and in return I get a bit more of the overall AU/TL out of the way until then?
Naturally this would mean upon return I would trow in a few additional chapters as compensation ;D
1. Using the recent British invasion of Shanghai, I propose a naval base access treaty between USSR and China. Recent British invasion of Shanghai has showed how important are having proper coastal defences and capable navy. As China posesses none of those, things they were completely at mercy of Britain and USA , which could use their naval supremacy as they saw fit. Taking over of one of most impotant cities is a real blow to the prestige of China and Wang's government as they were completely defenceless and couldnt do anything aside from crying foul on the international stage. What is more it was also a sign of weakness on the international stage in the eyes other powers, as they might be willing to replicate british actions in the future. Of couse, Wang's propaganda will claim that from now on coastal protection and modern navy will be a priority for his government, but before they are able to achieve it, it would take a lot of time.
So here is my proposition: as USSR is the only country with decent naval capabilities at the time, we could negotiate an open naval access with China, giving our Pacific navy free and open access across whole Chinese coast. It would be done in name of "protecting" coast of brotherly nation from any further western agression. Of course Chinese navy would gain the same access to Soviet ports, but it would be completely useless as China doesnt have navy to be honest. The main goal is to greatly expand our power projection capabilities in the Indo-Pacific region at low cost.
2. Trying to broker an agreement between between France and Germany on war reparations. This one is rather difficult to achieve with minimal chance of success but as they say faint heart never won fair lady, so here we go. One of our long term aims in Europe is pushing British influence out of continental Europe. To achieve it France, as their vital ally is crucial. Moving France away from Britain and towards Berlin-Moscow axis would be a great diplomatic and geopolitical victory for USSR. Obviously reaching any agreement between France and Germany is really difficult taking into account the Great War. But the agreement is not impossible either, as the so called Locarno Treaties have showed. The only problem is that this agreement was brokered by Britain.
So its time for us to shine. Right now Germany is forced to pay enormous war reparations to France and Belgium, which use them as form of revenge on Germany. Obviously war reparations are serious burden on the German state and German population. The idea behind Locarno Trieaties may be good, but to be completely honest it relies only on good will and words of other powers, so for me this agreements are hollow, serving only as propaganda tool for London. Here we must be concrete, which means we should talk money with Paris. Nevertheless, we must be prepared to share some costs if we want our proposition to success.
The main point is to convince Paris to lower war reparations. Easy to say, much difficult to achieve. Fortunately, USSR is an informal leader of largest economic bloc in human history encompassing much of Euroasia with population of allmost 700 million people. We represent 1/3 of all mankind and posess almost unlimited growth potential. From economic point of view any country would do almost anything to gain an premium access to such trade bloc. So in exhange for lowering war reparations, France will gain such favourable access to Euroasian trade bloc consisting of Germany, China and USSR. French companies will pay lower taxes than competition from other states, the trade tariffs would be also much lower for Paris, and what is more USSR will agree to sell natural resources to France for lower price. Also, USSR will quietly agree to pay any tsarist debts to Paris.
I know that is a lot, and it may be quite expensive for us, but in my opinion its the only way to break the ice between France and Germany, as France is still very afraid of revival of German militarism and potential another German invasion on France, so if we want to turn France away from Britain and towards USSR, we should begin with a concrete economic proposition, not some empty promises as Britain.
Some ideas:

1. We should create a socialist/communist World's Fair starting from the Eurasian Silk Road and eventually internationally like Latin America, Oceania and Africa.
2. Start R&D on television and eventually colored television as it'll allow our population be up-to-date with what's going on internally and internationally but also grow our entertainment industry.
3. Create some sectors that would be used for our hemp as to make sure no one has a monopoly on it and a few locations for the entertainment industry.
4. We should also R&D large greenhouses for our towns and villages in Siberia and the ones close to the Artic.

I thought of another idea, we should invite Robert H. Goddard into our Union as it'll help delay the U.S from creating rockets.

From what I remember, Goddard had an interest rockets and space since he's been a kid and create small and different versions of the rockets, here's a quote from his wiki about it but also wasn't well known until the 30s/40s (I think...):
