Capitals eating away provincial resources has always been a massive problem. If some importance is moved away from Moscow, it could provide a much needed boost for other cities to develop. Restructuring the capital of the Union away from Moscow can be a start for the growth of other cities
While I understand the motivations, stripping your most important geopolitical point in country of any significance just to artifically boost the provinces would very counter- productive, as you would be forced to spend enormous amount of money and resources to replace capital city with a city located far away...
 
Samara is actually rather well located and the overall region was also heavily build up pre and during OTL WW2 together with other places of Siberia. But then we should rename it Sovietgrad or so if it becomes the new capital.

A) it would work wonders to try and gently ease them into the benefits of the USSR

E) I actually think having such a far away capital is ideal since it's far away enough it couldn't be threatened by any invasion force but also shows that we're serious about brotherhood of people by having the capital in a more neutral place in the Russian SSR that is still close to Central Asia and the Caucasus.

A- We'll be peaceful with them. If Finland wants to go their own way, who are we to stop them? They are their own people and must be given their own choice. It is the way of communism after all.

E. While Volgograd and Samara would be fine choices, especially as back-ups should we encounter problems, a new city would best reflect that the Soviet Union is not an extension of Russia, but something greater overall and unified. Symbolizing a fresh start. By combining all of the greatest aspects and archeitectural designs from the Caucasus, Cental Asia and the Slavic regions, we can create a truly grand city for the future, with grand electrification, enviable public transporaton and so on. A shining people's metropolis.

In terms of Finland, I suggest a mixture of A & B. We should remain completely peaceful with them and even invite them to the customs union, but on top of that we hould also offer incentives for giving us land we want, things like no import / export taxes on consumer goods, Soviet industry building factories in the new Republic, etc.

The Capital of the Russian SFSR should stay Moscow, so A.

The capital of the Soviet Union, I'd vote E & F. It should be in a more central location to emphasize the Soviet Union's committment to being something for all people, and not just a continuation of Tsarist policies in a red coat of paint, plus it comes with the benefit of being more defensive.

For my personal suggestion, I'd like to suggest Sverdlovsk (Modern Day Yekaterinburg) it has gotten a lot of recent investment, is in the Ural region as well as being a lot closer to Kazakhstan and the Central Asian republics.

 
A) The peaceful option will help change Finland's population on socialism and communism since we're being diplomatic but secretly infiltrate their border cities, towns and villages that border us as keep tabs on the Finnish government. Also I agree, we could invite them to join the Eurasian Silkroad agreement.

A) Moscow is one of the most important and historical capital for the Russians and it's far enough away from our enemies. Leningrad maybe be under a different name but it's still connected to the old Russian Empire, I know Moscow is the same but St. Petersburg/Leningrad is too close to the West and an easy target for espionage so...

E) As @Kurd Gossemer said, the Option A, B, C and D wouldn't work as well for our socialist/communist nation but building a new city like @Wolf-Salami suggested would help us stay united.

A. The Finnish and Soviet peoples can peacefully co-exist. It is not worth it to turn Finland from a neutral nation to an enemy and we can use this opportunity to show the peaceful and genuine nature of our nation.

A for the last 2 for the same reason. With the independence of the Baltic states, Leningrad is now an exposed strategic position, whereas Moscow is more centrally located and defensible. Furthermore, this offers an opportunity to distinguish ourselves from the Russian Empire centered in St. Petersburg.

Oh yeah, that is a good suggestion. Can support that.

An idea I wanted to throw around as well is to create filmmaking facilities in Crimea. During the Civil War, while Crimea was a White holdout, film enterpreneur Aleksandr Khanzhonkov tried to turn Yalta into "Russian Babelsberg", and it's not like the concept doesn't have merit. Crimea is a diverse place, with many different climate zones that can double for various places, plus there's a symbolic fact that Anton Chekhov lived in Yalta, and cinema and theater are historically heavily intertwined fields in Russian tradition.
