Ok comrades, I thinks its time to move forward after achieving our sought goal of gaining now former-Polish eastern regions. Now that we control them we can capitalize on that fact and use it for our benefit. Currently we share a border with Czechoslovak Republic which can be very beneficial to us, as Czechoslovakia has a border with industrial German giant. Now we can without any problems start trade with both Czechoslovakia and Germany using and possibly expanding our railway system.

For this purpose Czechoslovakia may serve as a hub between USSR and Germany for everyone's benefit. Both Germany and Czechoslovakia with their specialized and very well developed industries and can increase trade with USSR, as we want to buy everything of what both Germany and Czechoslovakia are will to trade. On the other hand, we can trade many natural resources in exchange, such as grain, oil, coal and so on to both states. Both countries would be willing to expand their trade with USSR without any doubt, as they realize the potential of the soviet market, and how much money they can make trading with us. On the other hand, they must act quickly to beat potential competiton, because I'm sure till now rest of Europe have already realized what kind of opportunity USSR presents in terms of potential trade.

There is also another opportunity which we can use - that is now we could create a direct trade link between Europe and Asia (Germany - Czechoslovakia - USSR - China), completely ignoring western domination on world's oceans. Such potential trade link would be beneficial to everyone involved as economic potential of all countries involved could be unlimited, with a quick rise of both USSR and China. During the Great War Germany wanted to create Mitteleuropa, in order to dominate Central and Eastern Europe, but right now Germany has a golden opportunity to trade with 2 countries (USSR and China) with such potential that makes Mitteleuropa sound like a joke.

I dont know if Germany knows how much money they can make on trade with China and USSR, but I'm sure that the West and Japan will realize it quickly, as Sino-Soviet trade bloc consisting of more than 600 million people is starved for trade and finished goods of all kinds. Therefore, it would be a good idea to organize a meeting between Germany, Czechoslovakia, USSR and China as quickly as possible to discuss potential trade agreement which would made everyone rich and happy. On the other hand, I believe that USSR and China will be quickly visited by other foreign delegations to discuss trade agreements and to beat any potential competition and gain advantage in both emerging markets with almost unlimited potential.

Indeed, wich means new roads and railways have to be build in certain areas.
In that case, I propose the following actions:
1. Repair the current rail network after damage in the Russian Civil War, if any damage still remains.
2. Densify the current rail network by connecting more cities, building additional tracks, and so on. Perhaps we could take advantage of damages within railway system to test certain ideas anyone may have?
3. To begin construction of much smaller, city-spanning rail networks meant to quickly transport large numbers of people to different destinations within a city.
Furthermore, I would also like to discourage the usage of cars. Cars are a product of the capitalistic West, designed to isolate everyone within a metal box and keep their minds on the road. As well as that, only some people can take cars, as you require driving knowledge. A train, on the other hand, has no such restrictions: all people may use it to go wherever they want, and also build a stronger sense of community by breaking down the barriers seen by using cars. EVERYONE uses the train, after all.
(OOC: Yes, I hate cars. I've found a good reason to not use them within our glorious Union without ever mentioning "pollution", which means I get my beautiful walkable, clean cities. But it definitely wouldn't be surprising if, after discouraging usage of cars, the Soviet Union were to hype environmentalism and find that cars are huge pollutants...)
 
Chinese Tibet?
So much so was the Soviet Union split about who to support in the Christero War, as some wished to back the government to form a true Mexican People’s Republic, others wished to back the Socialist Branch of the Christeros to form a Socialist Christian Mexican Republic and not alienate the Christians of Latin America, that in the End those believing they were already to much involved in Central America and it would be best to stay neutral managed to get their way. At the same time the Soviet Union attempted to influence both the Mexican Government, People and Cristero alike to step a little more into their own overall direction. This way they maybe could influence the region better, back any remnant loosing the war as a potentially new depending ally and faction and not alienate most Catholics of the region outright. Yes the more socialist and communist elements were encouraged to flee to Central America to join the already existing cells there, as doing so would be way more successful and allow them to create a base of future operations, from winch they could then return to Mexico. In Europe and Asia meanwhiel the Soviet Union and the Chinese together with the Soviet’s German allies agreed upon forming a new economic block closer linking their countries and nation states, the Eurasian Silk Road Agreement, to winch they would also invite Czechoslovakia and the Polish people. The Polish already feeling rather dependent had no means to deny the proposal and quickly the Chzechslovaks joined in as well. Unlike the more Nationalist and Fascist German Mitteleuropapact idea this one was based on the principles of cooperation and shared prosperity for all, that would dominate much of Central Europe, Eastern Europe, Western Asia, Central Asia and East Asia, winch was why the British and French alongside many minor nations became incredible wary and suspicious about the project turning into a potential future Eurasian Alliance. The French even turned so far as to dismantle German industries, road and rail networks in the Ruhr to prevent that from happening, while the British Empire tried to oppose this more then 600 million People block by increasing it’s own ties on the British Raj as a future dominion and by tying together the British Empire as a future Imperial Federation.

So while the Soviet Union rebuild their current rail network to eliminate all damage from the Russian Civil War and even attempted to expand and connect it to more places, local smaller city rail networks and infrastructures were given over to the local administrations to build up as smaller local projects. Some even argued Trains connected people while Cars were a Capitalist means of establishing new economical and social classes. In Lebanon the French Mandate allows for a first constitution, lettign it become a Republic under President Charles Debbas, while the Weimar Republic officially joined the League of Nations one week before Benito Mussolini survives a bomb incident for winch he blames the Italian Socialists and Communists, starting persecuting them again. With the signing of the Locarno Treaties in Geneva, Switzerland the powers of Europe hope for future peace and stability and to leave the problems and sentiments of the last war behind them if possible. While Miami in the United States is hit by the Great Miami Hurricane, AL Capone survives an assassination in Cicero, Illinois, leading to a new Mafia Gang War in Chicago. Shortly after at the End of the Months, the League of Nations Slavery Convention abolishes all types of slavery and forces labor across it’s members, leading to the Soviet Union questioning if former White Russian War Criminals and others imprisoned by their new government should be excluded from Gulag and Penal Forced Labor Camps and Prison Colonies, or if they simply should be shipped to Siberia, were foreign diplomats, inspectors and inventors were unlikely to ever find out about them, while William Lyon Mackenzie King becomes the Prime Minister of Canada. In the meantime the Chinese, following old Chinese Imperial border claims march into Tibet, while not daring to take a war with Japan over Korea just yet. This opens up the opportunity for the Soviet Union to either back China, or Tibet in the matter, as doing so would increase their influence over the Himalayas and nearby Imperial Britisj Raj/ India.

B) As long as it is only used as a form of punishment, issued through the due process of law, and properly regulated.

C) I don't think we can risk alienating the Chinese for the moment

EDIT: I am changing my vote to D - the Tibetan people should, of course, be autonomous within China - as should its other ethnic minorities, if possible

C) The best action which we could make in this situation is taking no action and all. Chinese invasion of Tibet was expected by us in the past, as Wang wants to restore Chinese Empire with a new name and consolidate his rule over China. Tibet was a obvious choice as Korea is under Japanese control and any move on against Mongolia or Tannu Tuva would mean war with USSR. Invasion of Tibet means conflict between China and British Empire and isolation of China, which strengthens our position in relation to both China and British Empire, as both counties would seek our support, which we could use to our favour. Also conflict between China and British Empire means fewer western investments in China, which is also good for USSR, as we dont want China to become to strong.

After annexation of Tibet, there is only one buffer state left between China/USSR and British India - Afghanistan. It would be a good idea to bolster our relation with Britain by signing a non-agression pact with Afghanistan which would lower tensions in Asia between USSR and British Empire. Also i think that we may be witnessing a start a second Great Game in Asia - this time between USSR, China and British Empire.

D) We have been able to deal with our internal enemies well enough, leaving the irredeemable to rot while saving those who could be saved, I see no reason we should keep it around as it is, leaving it as a extreme form of capital punishment is ideal as it means it's also better than outright executing a criminal and we can claim a moral high ground and anti propaganda tool that we simply do not throw people who disagree with us inside a gulag.

D) I believe this is a better way of approaching the Tibet Question, if we can create a group of communists and socialists inside Tibet who are in favor of union with China but also encourage China to give them a certain amount of autonomy, we can build trust and respect between the both of them and really make the Tibetans want to be part of China again as well as ensuring the Chinese do not feel suspicious or especially gung ho to potential Tibetan rebellion. Also makes us look good in the eyes of both people by appearing as mediators who just want the best for both people in the name of socialist brotherhood.
 
I'd be in favor for D, but I think B or C is more realistic of the time. Remember they just fought a war against most of the ones exonerated in D. As a counter argument, they haven't got much to back anymore, so freeing the footsoldiers but keeping the leaders might be the realistic option too.

I'd argue for the Tibet issue that the USSR is best served if it was an independent state, but again, that is with the power of hindsight. Realistically supporting the Chinese costs nothing and brings the most. A very reluctant A, to at least win something which C doesn't bring.
