Ottoman Hegemony in the Balkans

Of course hopefully to have a counter-thread, the Ottoman Empire even at the eve of its collapse had the potential of remaining as a very rich and developed regional power-house had things not went for the wrong turn and this question mainly concerns Ottoman control over its Balkan territories which were an integral part of the empire. With a POD beginning in January 1,1901 how you can have the Ottoman empire continue to retain and if possible regain some of the lands it lost to its neighbors like Bulgaria, Greece, and etc. This has nothing to do with its lands in Asia nor in north Africa, mainly a European POD.

If the battle of 1877 doesnt happen or is won it would make things alot easyer. But since the pod is 1901 I will have to think of something diffrent. Well the ottomasn are better perpared for the first balkan war some how aticipating it. It could of actualy been won but they were just very unlikely.

To retain hegemony in the balkans you would have to have a crushing victory in the balkan war. Which can be achive but the position of there lands left by this time is quite hard as it between greece bulgaria and serbia. So the victory must be crushing in a fashing making said nations think twice before trying again. And they had terrible transportion networks so would have to find the money to fix that latter on. But im possitve they could win the first balkan the problam is when ww1 comes along the balkan states are going to try again and win. The problam isnt wining but holding. They have ample opportunity to try again lots of people to support them and there populations with in there controled areas and ottoman controled areas have been effected by nationalism so quite a bit wont out.

Winning the balkan war is easy but your other question i cant find a clear answer too. Heres a map below that can give info of the state of the balkans might help other people to answer.
