If the Ottomans do not cross into Europe and establish their Thracian power base, and Timur does equally damaging anti-Ottoman campaigns and devastation in Asia Minor as he did in OTL, do the Ottomans have any hope of a comeback?

Maybe. There will probably still be a power vacuum left in Timur's wake.
