The problem with uniting Lithuania and Latvia, though, is that they actually share little in common outside of both being Baltic and under the Russian Empire. They follow different religions, went separate paths for almost all of their history, even their common mentality is somewhat different. They even conflicted over border regions after WW1. Pan-Baltism is almost completely a late 20th century concept.

True. Even so, I feel this was or could have been true about many ethnic groups that could have gone either way on whether they became independent or were part of some greater "pan-national" state.

So pan-Baltism is more of a recent thing? Interesting, I thought it had its peak a century before...

Also, I think that people here are underestimating the potential importance of Liepaja (Libau) to Lithuania; after all, Lithuania could certainly use Liepaja to secure its access to the sea if Germany ever succeeds in reacquiring Memel (as was the case in our TL in 1939).
