Just how much impact did the "little ships" have strategically? If Britain decided not to use this option would the BEF have still evacuated to the same degree they did originally?

They were used to ferry troops off teh ebach out to ships.
But the bulk of the troops were taken off the mole.

No small craft at all (except for those carried on the ships) would have resulted in a little smaller evacuation, but not a huge difference.

Remember, the 'little ships' fall into two categories. The really small ones (only used on the beaches) and the relatively big ones like lighters taken up and RN crewed that sailed between Britain and Dunkirk. I cant see any way of the bigger ones not being taken up.
