Only half Italy in WW-I

Prologue:
1860.
Garibaldi and his thousand red shirts are defeat and destroyed,shortly after the landing in Sicily by Swiss regiments of the Kingdom of two Sicily (in OTL disbanded by young and inexpert new King Francesco II in 1859).
After the victory Francesco II grants the constitution,and makes many necessary reforms.

So in Italy we have three states:
The Kingdom of high Italy,under the Savoy dinasty (Capital Florence),
The Papal State (only lazio region,Capital Rome),
The Kingdom of Two Sicily (Capital Naples).

The war of 1866 is almost like in OTL: the Kingdom of high Italy is allied with Prussia aganist Austrian Empire,while the Kingdom of two Sicily is neutral.
At the end Prussia defeat Austria,and Savoy Dinasty take the Veneto region.

In 1870 Papal states remain independent.

In 1882,Kingdom of High Italy and Kingdom of Naples become members of Quadruple alliance,with Germany and Austria–Hungary.

The Kingdom of High Italy is prosperous but relatively small, so in 1911 we don't have the Italo turkish war, with Italian conquest of Lybia (that remains Ottoman).

In 1914 begins WW-I.
Kingdom of high Italy and Kingdom of two Sicily remain both neutral.
In 1915,however,the Kingdom of high Italy joint to Allied aganist Central Empire.
the Kingdom of two Sicily remains neutral.

So,which are the consequences on WW-I to have only half Italy in war?

Plus should this not be in pre 1900?

Well,
The question is relative to World War I (the first part is only a premise,and i don't think that change much the world history in 1870-1914).

The point is how changes WW-I with only half Italy in war (to allied side),and the rest of the peninsula neutral?
Is possible that without a Italo turkish war we have not the World War-I ?

The OTL Italy was criminally stupid to enter and fight WW1 in the manner it did and this alt-Italy would be even more stupid if that were possible. The Entente would be looking at another useless sideshow like Salonika which drained troops away from other fronts.

This thread does belong in pre-1900 however. Just a smaller and less capable Italy makes it's enter into WW1 less plausible, a smaller and less capable Italy from 1870 changes not only events in the Med but the scramble for Africa too.
 
Well as stated before a lot of change will come, from a no Italo-Turkish war to a different war in 1860 (one of the major factor of the abysmall performance was that the integration between the various armies was just at the beginning).
Not counting that the kingdom of Italy will probably become a France ally (so to fullfill Nappy III ambitions) and the Two sicilies an Hasburg ally or protectorate so we can get the two italian states at the opposite side of the war.
As for the possibilities of a surviving papal states well...there are not very high honestly
