-The results of any United States presidential election (with the sole exception of the one described in the OP), and the accession of anyone to the leadership of the USSR.
-The assassination, or otherwise untimely demise, of any major political figure.
-A war directly involving one or more major powers.

August 13, 1970: Just as Willy Brandt is being driven from the airport (he has jst signed the Moscow Treaty) to the Bundestag, the RAF kidnap him and his foreign minister Walter Scheel.
October 11, 1970: As the new government does not want to fulfill the RAF's demands, Willy Brandt is "executed".
December 3, 1970: As Helmut Schmidt, now Chancellor of Germany is holding a speech about the relations between East and West, the FRG and the GDR he is killed by the Ulrike Meinhof command, a section of the RAF.
It is near enough impossible to see German security to stuff up twice in less than six months losing to Chancellors . If you made the second attempt a failure that is a different matter
