How would the rest of the post-war world respond to a state using a compulsory one child per family policy to genocide (not necessarily entirely to extinction, but to seriously reduce in numbers) a group that the government disfavors or fears?
For example, WI, instead of Apartheid in 1948, the Nationalists introduce a Demographic Adjustment Program of this sort? Of course, in their case, this would be for non-whites only.
Does anybody have any other possible locations for this type of policy to be even halfway conceivable by a government? I was thinking maybe the Portuguese in one or more of their colonies, or the Spanish in Spanish Morocco or Spanish Equitorial Africa? Or perhaps a Communist country some where? If the Czechs had been somehow unable to expel the Sudetenland Germans in 1945, would it be a conceivable policy there after the Communist coup?
