If it's voted in by the absent New Jersey legislator showing up and supporting it, which states with western claims yield those claims to the federal government and why?

Is it it possible that southern states would retain all their land claims west to the Mississippi and never yield any territory to federal jurisdiction?

Might some southern states try to secede on the spot?

If not that, might the southern states make revision of that statute a condition of their accepting the new constitution a few years later?

I think GA and SC would insist on any territories ceded by them being excepted.

There's at least a chance that Kentucky could end up as free. Istr a recent thread about that.

I'm not sure abt TN. It might just remain part of NC until it was ready for Statehood, and skip the Territorial phase. Does anyone know how many slaves were in TN at that time?

It could matter later though. Presumably any territory later acquired would be free unless Congress explicitly legislated otherwise, which makes a big difference to the debate over Missouri and later (butterflies permitting) the Mexican Cession.
