The premise is a 2nd American civil war. The president before the civil war began was Landon (who eked out an electoral college majority in 1936 while getting 3rd in the Popular vote)

The way he got to the presidency is the same way fjihr mentioned.

However, if there is no civil war, then it would be cool to see what happens
