Of all the guardas of the roman empire since its fundation as a city to it's fall on 1453 what was the Best?

Hey there in a hiarquie froom the Best to the worst where would you put the all of the roman guards froom rome's fundation to it's fall in 1453 and why?
Example: 1-varangian guard because they were professional
2-schoolae palatini because they were easy to control
3-pretorian guard because they weren't as easy to control or professional as the varangian guard or the scholae palatini
 
Pretorian Guard was probably worst. Pretty disloyal and not really trustworth. They often liked to play game of thrones and even assassinated emperors.

The Praetorian Guard weren’t the worst when it came to combat skill strictly speaking but politically they were the most likely to kill the man they were supposed to guard. The Varangian Guard were the most adapt at combat as far as we can tell. Mainly because of there cultures marshal traditions and the training they were given.

And they were more loyal to the emperor. Catch is, that was loyalty to the title, not to the person, so they'd work to protect a successful usurper just as hard as they worked to protect his predecessor.
