Nuclear bombs die in the cradle.

This is an excerpt out of a U.S. Air Force history book, page 40, paragraph 2.11

"In 1946, the United Nations took up the issue of controlling nuclear weapons. By June (of) 1946, the commission completed a plan for the elimination of nuclear weaponry based on inspectors that would travel the globe to ensure no country was making atomic bombs and to supervise the dismantling of existing weapons. [...] the plan was vetoed by the Soviet Union resulting in almost five decades of cold war..."

Here is a thought, what if the Soviet Union agreed to the U.N. plan, and the plan was carried out. How would have history played out following this?

If the soviets didnt veto it wouldent the americans veto it? They did have a monopoly on nukes.

Actually every one would just invest in chemical and bio weapons and some bigger bombs.

The Americans wanted it passed. There were no record of chemical or bioweapons being used throughout WW2, why would they suddenly change momentum and begin using them after many political and military leaders saw their carnage used in the field during WW1?

The interesting thing about nuclear bombs were that they were only used twice on an enemy target and they were relatively safer to manufacture and store than biological or chemical weapons. I believe that the world would have stayed conventional.

WW3 breaks out either in 1950 or the 1960s.

Okay. Where would it occur? Would it be a sea war, land war or air war? Would there still be a Korea and Viet Nam? If there were, would the results be the same?

What would cause an all out WW3? Who would be the victor? What would 2009 in this ATL look like?

No one is interested? Come on, here is the one chance to have a plausible WW3 without nuclear weapons...

WW3 would almost certainly have involved nuclear weapons, certainly after the iron curtain descended in 1948. the UN had no(and still doesn't have an) enforcement mechanism. ;)
