In a surprising move by the State Legislature today, the unpopular budget proposed by Governor Cuomo passed despite Republican control of the State Senate. Many have viewed this unlikely event taking place after the republican Senator from New York, "Al" D'Amato expressed to his colleagues in the State Senate that passing the budget would result in a "Great Opportunity for the GOP." During a private meeting enough state senators we're convinced to pass the budget, a source alledges. With the budget passing, Governor Cuomo is now most likely expected to file for the New Hamphsire Primary. If Cuomo decides to jump into the crowded Democratic primary he is most likely expected to become the party's presumptive nominee in next years Presidential Election.

Could be. But I don't think Trump would have jumped into NY politics at that time. The present climate that he is tapping didn't really exist. (Or perhaps it did, vide Perot in 1992, but was more limited.)

D'Amato believes that if Cuomo runs in 1992, he'll get stomped on by Bush like the last 3 democrats have. With this happening, a defeated Cuomo could be thrown out of the Governor's Mansion and allow the Republicans to control 2/3 of the State Government.

So your POD is that the budget agreement is achieved which was OTL excuse for Cuomo not entering the race? Cuomo will automatically gain support of superdelegates after Flowers scandal erupts and dominate the field.

The premise sounds interesting enough.

I would like to see how Cuomo administration would deal with the crises around the world (Bosnia, Rwanda etc.). There are also interesting possibilities within the US. Will president Cuomo actively push for elimination of death penalty? Who will be his VP? What will be his attitude towards the balanced budget? And so on.
